- DESCRIPTION: Contractor will be required to provide all labor, supervision, tools, equipment, and incidentals necessary to remove and replace an existing culvert located at MP 0.6 with a precast concrete three sided culvert on FR 54. The project also includes alternate bid items for up to 3.2 miles roadway reconditioning including: cleaning ditches and culverts, grading existing roadway surface, and placing a gravel roadway surface. The project is located within the administrative boundaries of the Greenbrier Ranger District, Monongahela National Forest, Pocahontas County, West Virginia. RANGE OF THE GOVERNMENT ESTIMATE: Between $100,000 and $250,000. DIRECTIONS TO THE SITE: From Elkins, WV: Take US-250/WV-92 approximately 40 miles south towards Bartow, WV. Make left approximately ¼ mile past Greenbrier Ranger District Office onto US-250-WV-28. Travel north approximately 2 ½ miles and make a right on FR 54, which is the start of the project. SITE VISIT INFORMATION: Will be held on May 11, 2010 at 9:00 a.m.at the Greenbrier Ranger District Office, Bartow, WV 24920. If further directions are necessary, the phone number for the Greenbrier District Office is (304) 456-3335. PERIOD OF PERFORMANCE: Contract time will be 365 calendar days from the effective date of the Notice to Proceed. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry; registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is subject to full and open competition in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 237310; the small business size standard is $33.5 million. BONDING INFORMATION: Offerors are required to submit a 20% bid bond with their proposals (facsimile bonds and proposals will not be accepted). Successful contractor must furnish 100% payment and performance protection within 15 calendar days of receipt of notice of award. SOLICITATION DOCUMENTS: Solicitation AG-3434-S-10-0011 and related documents will be issued via FedBizOpps and will be available for downloading on or around May 5, 2010 at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit a response which will be considered by the agency.
