Description
PURPOSE: The USDA Farm Service Agency Contracting Officer is conducting market research to purchase a farm business planning financial/credit analysis software package that is Web-based. The solution should address all of the different requirements that are specific to commercial and agricultural loans. FSA is interested in locating any Farm Business Planning agricultural, financial and credit analysis software that is available and may meet our needs. DESCRIPTION: The Farm Business Planning capability statements should provide a solutions statement for each question. 1. What specific capabilities do you offer in your Farm Business Planning software that meets the requirements of multiple loan types, either separately or as part of a suite of software applications? 2. Does your software allow entry of balance sheet and cash flow information that will be automatically distributed throughout the system? 3. Does your software allow for historical trend analysis? 4. Can you integrate historical trend analysis information with current and projected financial analysis? 5. Will your product be able to generate and retain an unlimited number of balance sheets and years of income/expense data for each customer? 6. Is your application able to provide the capability to totally customize credit action forms and formats for processing specific loan requests by specific customers at specific points in time? 7. Is your application capable of originating, processing and servicing agricultural loans? 8. Does your application have the capability to add customized forms as identified by the agency? 9. Does your application provide credit scoring and risk rating capability using parameters that satisfy industry stand ratios and indicators? 10. Does your application support the Federal Electronic signatures in Global and National Commerce Act (ESIGN)? 11. Can your application provide a hierarchical access protocol that allows data to be restricted by entity? For example; a County Office may only view/retrieve data for customers in that county. 12. Does your application have the capability to generate reports based on customer data on a daily basis? 13. Please describe your interface protocols, e.g., JSR-94 based application programming interface (API) standard or service-oriented integrations through Web-based standards such as WSDL and SOAP. 14. Please describe your reporting environment and where customer data is hosted. This should include: frequency, ad-hoc capabilities, and ability to collect and store all data entered into the application. 15. Does your application allow customers to enter monthly revenue, operating expenses, family living expenses and capital expenditures to generate a monthly cash flow and can these values be updated to annual totals and available for use by other processes? 16. Can your application generate a customized security agreement using chattels, crops and real estate information based on information entered elsewhere in the application? 17. Can your application generate a customized actual loss worksheet using crop, acreage and price data that has been entered by the customer that calculates eligible loss information? 18. The data captured in your application must be available to be shared with other FSA applications. Please describe your data-sharing capabilities including if the sharing will be real-time, overnight or some other frequency. 19. The application must provide the capability to order credit reports for individuals or entity applicants. Please describe your credit reporting process. 20. Will your product be able to export/import financial data from a lender to/from FSA county offices? If so, what formats are supported? 21. Please describe features your product has to perform both quick/simplified and complete analysis. 22. What government agencies or commercial businesses have implemented your application? Please provide point of contact information and period of performance of each implementation. 23. Please provide a point of contact within your organization that is most knowledgeable regarding the information provided. 24. How do you normally price your product? Is pricing based on commercial or Federal Schedule rates? 25. Does your product have a testing facility? If so, please describe this capability. 26. Do you have a roadmap for your product? If so, can we have a copy of it? 27. Do existing business rules ever need to be put through a conversion process when upgrading your product to a newer release? 28. Does your product have a risk management tool that will analyze portfolio risk? If so, please describe the capabilities of the tool. This tool should enable a loan officer to obtain a comprehensive view of their portfolio data such as total loan volumes broken down by interest rate, risk rating and credit actions by branch and provide repayment risk summaries. It should also be able to analyze customer’s debt service margin and project how changes in income, expenses or interest rates will impact repayment capacity. Lastly, it should have the capability to perform stress testing to show how portfolios are affected by unexpected changes in risk variable and market conditions stressing factors such as liquidity, equity to asset ratio, repayment capacity, and crop sales. 29. Are you capable of providing initial training for your product to 3,500 plus individuals along with continued training for new releases or enhancements? 30. Is your software capable of providing unlimited access to an unlimited number of customer accounts? 31. The government has many standards for applications such as Web Application Security, Application Diagnostics, Auditing, Logging, and Exception handling among others. Please explain how your application can comply with these standards and future standards as needed. 32. The Section 508 amendment to the Rehabilitation Act requires Federal agencies to make their electronic and information technology accessible to people with disabilities. Please explain how your application can comply with Section 508 requirements. 33. The existing data will need to be imported from the current application. Does your product have the flexibility to convert data from the existing system so that all relevant historical information is housed in the same database and in the current format? If the format is different, it would affect data sharing with other FSA systems.
