Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to award a firm fixed price purchase order on a sole source basis to: COR Security, Inc., Carlsbad, CA 92010. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The Naval Health Research Center requires upgrades to the departmental building locks. This requirement will continue to upgrade any door locks that do not currently utilize the electronic pass card system. The lock upgrades will consist of the following: " Proximity card/Code access control locking system installations " Proximity card/Code access for Panic bar installation " Compatible with previous electronic pass card system upgrade to Ornnilock 2000 The materials required for the upgrades have the following salient characteristics: " Proximity card/Code access control housing o Black Housing o Angled Silver Handles o Weatherized o Programmable Access Keypad " Proximity card/Code access for Panic bar housing o Black Housing o Angled Silver Handles o Weatherized o Cover Plate o Adapter o Lever Cylinder o Deadbolt o Programmable Access Keypad 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): COR Security has installed the Ornnilock electronic pass card system that is currently being used at the Naval Health Research Center. There are a small number of vendors that can offer the same model of door locks that COR Security has installed. By not using the same vendor to install another set of Ornnilock electronic pass card system there will be an inconsistency in managing access to Naval Health Research Center buildings. Existing pass cards and door locks may need to be reset and reconfigured resolve the inconsistencies of the two systems. Another possibility would be to manage two sets of pass cards to allow personnel access to the different buildings. This would create an unnecessary burden that can be avoided. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A search was conducted between 5 April and 12 April 2010 using Internet search engines, the Central Contractor Registry (CCR) database, and the Small Business Administration (SBA) Dynamic Small Business Search. The CCR and SBA search referenced NAICS code 561621 Security Systems Services (except Locksmiths) and keywords card access door, security systems, keypad installation and Ornnilock 2000. The SBA Dynamic Small Business Search returned several small businesses associated with both the NAICS 561621 and any of the relevant keywords. Internet research found that there are several vendors who can meet the salient characteristics of the lock upgrades. While other vendors can offer the same services and materials, COR Security best meets the requirements as they have installed the previous lock upgrades and set up the electronic pass card system. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: COR Security has installed the upgraded lock systems and helped to configure the system to meet the needs of the facilities manager and the department heads. They have performed in a satisfactory manner on award W91lQY-09-F-0294 installing the electronic pass card system at the Naval Health Research Center. Although the continued upgrade installations can be met by other vendors there is the risk incompatibility with the pre-existing upgraded electronic pass card system. COR Security is the vendor that is capable of meeting all the requirements. 6.
