Description
Summary of Award: This is a Construction Management as Constructor (CMc) contract for Redevelopment of the Peace Arch U.S. Port of Entry, Blaine, WA was AWARDED March 14, 2007 and announced on FedBizOps. As stated in that announcement, the contract consisted of 2 phases. The first phase was pre-construction activity, primarily verification of all design documents for constructability and cost realism, as well as partnering activity, verification of site conditions, value engineering, schedule development, subcontract plan development, and estimating. The duration of the first phase, which was extended, was approximately 14 months. The second phase is the actual replacement /construction of the facility. The estimated value announced was %59,977,247. Since the original award announcement, the construction phase option price ended up exceeding GSA's funding. Additional funding was requested. While waiting for the additional funding construction effort was moved into the design phase. When the highway elements were bid, the project again was over-budget and additional funding was requested. Before funding was provide the schedule for constructing all highway elements had to be approved. That approval was received 9/10/2008 and allowed the construction phase to begin. The additional funding was provided under ARRA and was obligated by modification PS15, May 7, 2009. The total contract price, including design phase, was $91,806,815. By the time the additional funding requested was provided the contractor had "bought-out" the job. There are currently no open subcontract opportunities. Subcontract opportunities for this project have been posted to FedBizOpps since contract start.
