- This is a not a request for proposals it is a Notice of Intent to award a sole source purchase order to the University of Massachusetts, 100 Morrissey Boulevard, Boston Massachusetts, 02125 by the National Institutes of Health Department of Bioethics at the Clinical Center in Bethesda, Maryland April 27, 2010 to April 26, 2011 to allow for the compilation of additional data to evaluate the adequacy of current informed consent standards and, if appropriate, and make recommendations for improvement. The purpose of this requirement is to allow the continuation of work performed under of the existing order HHSN269200900276P in order to accrue additional data by increasing the number of surveys administered. The contractor shall work on this project to contact additional agencies and collect data. Mail letters to a designated individual at each of the identified sites (mailing lists have already been validated). Package shall include letter of request and postage paid return envelope, Review of documents and data entry, monitor responses and follow up with non-responders using a phone call reminder, and deliver data in the agreed upon format for analysis. Program Management and Control Requirements: The Principal Investigator shall continue to work closely with the contractor to discuss adherence to the original time line, adjusted for additional data collection, response rate, and to monitor the progress of the study. This sole source award in accordance with FAR Part 13.5. FAR Part 6 does not apply to this acquisition. The North American Industry Classification System (NAICS) code is 611310. The Government believes that the University of Massachusetts is uniquely qualified to provide these services. This Special Notice is for information purpose only. This requirement is to allow the completion of the research survey by the University of Massachusetts. This notice is posted until April 26, 2010 2:00pm eastern standard time.
