- NOTICE OF INTENT TO AWARD Solicitation Number: W91WAW-10-R-0116 Notice Type: Justification and Approval (J&A) for Other and Full and Open Competition J&A Statutory Authority: FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: May 14, 2010 Contract Award Number: W91WAW-10-C-0026 Synopsis: The National Capital Region Contracting Center (NCRCC) intends to award a Firm-Fixed-Price contract to the American Council on Education (ACE) on a sole-source basis for college credit recommendations and approval for the continued use of the ACE seal for all of the Army Registry Transcript System (AARTS) transcripts. The scheduled Period of Performance for this contract is 14 May 2010 30 September 2010. ACE provides exclusive and specific advisory services related to the AARTS transcripts. The ACE seal is the official seal of approval from American Council on Education (ACE) and has the same level of acceptance as any other accredited college or university transcript. The AARTS transcript with the ACE seal is considered the official academic record for military educational training. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. NCRCC intends to award the contract on or about 14 May 2010. The point of contacts for this action are Ms. Regina Y. Foston (Contract Specialist) and Mr. Rodney C. Cameron (Contracting Officer). Interested parties may provide a Capability Statement to Ms.Foston and Mr. Cameron via electronic-mail no-later-than 27 April 2010. This notice is not a competitive Request for Proposal (RFP). A competitive solicitation will not be issued. Telephone calls will not be accepted. A determination not to compete this proposed contract action upon responses to this notice is solely within the Governments discretion.
