Patient Parking Garage549-900 RFI II Last updated 21 April 2010 Scheduled Site Visit- Bldg 9 Engineering Conference Room- Daniel Buttars, COTR Monday, April 26, 2010 @ 1:00-1:30 Shed Monday, April 26, 2010 @ 1:30-2:00- Bldg 13 We have received many inquiries about whether the standoff distances, blast protection, and progressive collapse apply to the 549-900 Patient Parking Garage project. As shown below all these criteria apply. Some of you have stated that these criteria will render the garage to be non-useful and too expensive to meet the budget. We agree there is a strong possibility this may render the project not feasible or possible. We also know that some of you are inventing innovative ways to accomplish this. In order to obtain a variance on these requirements we have to have approval of the VA Central Office, which will not happen soon, enough before your bids are due. We also need the proof from your bids that it is or is not feasible. With that in mind, we are requesting that you provide two proposals, one where the following apply, and one where the following do not apply. Not only will the VA select the winning bidder, but the VA will also select whether or not these criteria apply and which bid of the winning bidder will be used. The garage will be classified as a Life Safety Building. The set back criteria for Life Safety is 25 from the guidelines item 3.1 which states: 3.1 Stand -off Distance No vehicle shall be parked or be permitted to travel closer than 25 feet (7.6 m) to any life-safety protected VA facility. The water tower itself is classified as a Mission Critical facility based upon the Mission Critical Description. The standoff distance for a Mission Critical facility is more restricted than a Life Safety Building and is noted as: 3.1 Stand -off Distance No vehicle shall be parked or be permitted to travel closer than 50 feet (15 m) to any mission critical VA facility. The garage also must follow the following: 7.2 Progressive Collapse Structures shall be designed to minimize the potential for progressive collapse using the Tie Force Method as defined in U.S. Government (USG) guidelines, specifically, Design of Building To Resist Progressive Collapse, UFC 4-023-03. Structures shall develop peripheral, internal, and vertical tie forces by providing continuous reinforcement and ductile detailing. Consideration shall be given to ductile moment resisting frame lateral systems at the exterior of the building. All exterior columns shall be designed to prevent progressive collapse. 7.2.1 Existing Facility Progressive Collapse No additional physical security requirements. 7.3 Column Protection Columns exposed to blast loading shall be hardened or isolated to resist the effects of the design level vehicle threat (W1) located at the stand-off distance and the design level satchel threat (W0) that may be delivered to loading docks, mailrooms, lobbies, and below grade parking prior to screening. The design shall provide a level of protection for which progressive collapse will not occur; the building damage will be economically repairable and the space in and around damaged area can be used and will be fully functional after cleanup and repairs. 7.3.1 Existing Facility Column Protection No additional physical security requirements.
