Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement to acquire site operation, infrastructure control, and maintenance of the Navy Prototype Optical Interferometer. The anticipated period of performance for this requirement is 01 October 2010 through 30 September 2011 with an option for additional services during the base period and four one-year options for continued operations and maintenance. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Lowell Observatory on a sole source basis for this requirement. Based on their unique position as the only manufacturer of the infrastructure housing and supporting the Optical Interferometer, only Lowell Observatory can provide the required services given the proprietary technical manuals, design and maintenance. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541712.
