Description
On or about 3 May 2010, this office will issue Request for Proposals for construction of the 230 kV GSU Transformer Installation, Garrison Power Plant, North Dakota. The solicitation will close on or about 09 June 2010. This solicitation is a SMALL BUSINESS SET ASIDE Contractors interested in inspecting the site of the proposed work should contact Zach Rieker, U.S. Army Corps of Engineers, Telephone: (701)654-7441 X3223. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. _______________________________________________________________________________ Project Description: (Approx. quantities) The project will require the Contractor to remove 9 existing single phase 230 kV generator step up unit (GSU) transformers, reconstruct the transformer deck to accommodate 3 new 230 kV 3-phase GSU transformers, remove and replace the isolated phase bus, replacing the existing oil filled high voltage cables with solid-dielectric high voltage cables, replacing the generator neutral grounding system, installing a transformer deluge system, sealing the floor where the transformer heat exchangers are located, replacing transformer controls and relaying, replacing the existing annunciation system, synchronizing potential transformers, and commissioning the transformers. The estimated construction cost of this project is between$7,000,000 and $10,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 900 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
