- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Connected Community Networks, Inc., of Longmont, CO, to create improved microstrip test structures for dielectric material characterization from 1 MHz to over 20 GHz and to demonstrate the broadband test method using at least one FR4 PCB laminate material and one PTFE PCB laminate material. ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for services to: 1. Modify existing NIST/IPC test coupon design; 2. Fabricate two-layer test boards using two materials; 3. Perform frequency-domain measurements in NIST lab; and 4. Prepare a report that compares new transmission line results to NIST reference methods. Connected Community Networks, Inc. is the only known vendor capable of performing the required services based on knowledge of the specialized field, ability to meet the compatibility requirements, and availability to perform the measurements on the systems in the NIST lab within the specified time frame. Delivery date shall be 45 days ARO ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
