- This RFP synopsis is issued for the continued operation of the Cascades Job Corps Center. Job Corps is a national residential and non-residential training/employment program administered by the Department of Labor. It addresses the multiple barriers to employment faced by disadvantaged youth ages 16-24 throughout the United States. The anticipated contract will be performance-based for center operations. The contract will have a 2-year base period (February 1, 2011 through January 31, 2013) plus three (3) governmental unilateral renewal options for one (1) year each. The RFP will be available May 5, 2010 at: www.fbo.gov. The pre-proposal conference and site visit are scheduled for May 12, 2010 at 9:30 a.m. local time at the Cascades Job Corps Center. The average capacity for the center is 340 youth of which all are residential (213 males and 127 females). The center is located at 7782 Northern State Road, Sedro Woolley, WA 98284-8241; contact number (360) 854-3400. It is recommended that potential offerors download the RFP from the website listed above prior to attending the pre-proposal and site visit. All questions prior to and at the pre-proposal conference shall be submitted in writing. The successful contractor shall provide academic and career technical training, operate counseling and residential living programs and provide the following support services: health services, processing of student records, a discipline system, clothing issuances, and mail/legal services. The contractor shall provide overall center management and administration as follows: contract and personnel management, staff training, financial management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. Proposals in response to the RFP will consist of an oral presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than July 6, 2010 at 4:00 p.m. PST to the address listed in the RFP. All responsible sources may submit a proposal which shall be considered by the agency.
