Description
This public announcement is being issued in accordance with the Federal Aviation Administration's (FAA) Acquisition Management System Section 3.2.2.4. It is a survey, not a solicitation, to determine interest and capabilities of interested Small Businesses in providing support services to the Traffic Flow Management System (TFMS) located at the William J. Hughes Technical Center (WJHTC). This system tracks, anticipates and manages the flow of air traffic throughout U.S. airspace, integrating real-time weather and flight data from multiple sources. The upgraded TFMS helps traffic management specialists predict, on national and local scales, traffic surges, gaps, and volume based on current and anticipated airborne aircraft. Traffic Management Specialists evaluate the projected flow of traffic into airports, sectors, and fixes, and then implement the least restrictive action necessary to ensure that traffic demand does not exceed system capacity. The WJHTC, AJP-78B Traffic Flow Management Production Center Team supports the operations, engineering, development, test, deployment, and maintenance of TFMS and other FAA Command Center Systems.The TFMS provides the functionality and architecture needed to take the FAA into NextGen, and paves the way for improved traffic management technologies. The modernized TFMS uses a state-of-the-art, open-architecture platform that increases development bandwidth, facilitates integration with other domains, and improves TFM performance and capacity. The new system will be able to expand to accommodate the anticipated growth in traffic in coming years.A predecessor contract, # DTFA03-01-D-00007, Delivery Order #7 was awarded to Lockheed Martin Corporation, a large business. This market survey is being conducted to aid the FAA in determining whether adequate competition exists to set aside the work for small business. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents.The North American Industry Code Standard for the work contemplated is 541330, Engineering Services and the size standard is $27 million. The prospective contractor must support the following:Provide 24 X 7 support for Traffic Flow Management operations at the WJHTCProvide 1st level telephone support for operational Traffic Flow Management productsSupport 2nd level maintenance and upgrade of Traffic Flow Management products troubleshooting difficult problems involving the hardware, operating system and application hardwareSupport site surveys, installation, and integration of new or upgraded Traffic Flow management productsDevelop test and operational toolsetsDevelop test documentation, including test plans, procedures and reports A draft Statement of Work for TFMS Operational Support and Maintenance is attached. The FAA has a need for these requirements for the next 5 years. Interested companies are required to provide: Completed Business Declaration Form, AttachedIf claiming any special status, such as an SEDB/8(a) firm, include copy of letter from Small Business Administration.If services are available on GSA schedule or any other Government contract vehicle, provide e-brochure or link to this information. A two-page summary of previous experience and expertise with Traffic Flow Management to include, at a minimum, start & end dates of work, name of organization, name and phone number of point of contact familiar with contractor's work on the project, dollar value, brief description of the work and role that the contractor playedprime or subcontractorin accomplishing the project. The FAA is not liable for costs associated with the preparation and submittal of responses to this announcement. Brochures alone will not be considered sufficient documentation for demonstration of capabilities. Responses will not be returned. This is not a request for competitive proposals and will not result in a contract award. No telephone inquiries will be accepted. This is a sources sought announcement so NO solicitation exists; please do not request one. If a solicitation is issued, it will be synopsized on the FAA's contract opportunities web page and it is the responsibility of potential offerors to monitor this site for release. If a determination to set this requirement aside for small business, failure to respond to this announcement may result in exclusion of offeror from competition since the solicitation may be released to qualified, responding small businesses. Questions pertaining to this announcement must be submitted via e-mail by April 29, 2010.
