Description
The Mission and Installation Contracting Command (MICC) Center Ft. Bragg intends to negotiate a contract, on a sole source basis, with Dun & Bradstreet, Inc. of Arlington, Virginia, utilizing other than full and open competition under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1. The requirement is for the provision of a database including entries for all business establishments in the United States, including the District of Columbia, and the Commonwealth of Puerto Rico. Entries include but are not limited to the following: Data Universal Numbering System (DUNS) number, Standard Industrial Classification (SIC) code, North American Industry Classification System (NAICS) code, number of employees, mailing address, and physical address. The database is to be provided on digital video disc (DVD). The Point of Contact (POC) for this requirement is Mr. Brandon A. Hawkins, brandon.a.hawkins@us.army.mil. This requirement is in direct support of the Defense Civilian Personnel Management Service (CPMS), Wage Setting Division (WAGE) in coordination with the Information Systems Division (ISD). The CPMS Wage and Salary Division works with industries nationwide to conduct surveys of the respective local prevailing wage rates to develop and adjust pay schedules under the Federal Wage System. The FWS covers Federal trade, craft, and laborer employees who are paid from appropriated and non-appropriated funds. Separate wage schedules are developed for appropriated fund hourly employees and non-appropriated craft, trade, labor, administrative, and patron services occupations. The Division also conducts occupational/industry surveys to establish pay for DoD educators, civilian mariners, power generation employees, and health care professionals. A key statutory principle underlying the FWS is that employee pay rates are to be maintained in line with prevailing levels of pay for comparable levels of work in the private sector within a local wage area. In order to maintain compliance with this statutory principle, WAGE conducts annual wage surveys to collect wage data from private sector establishments. The database obtained from Dun and Bradstreet is used to develop the pool of survey participants. An essential entry required for each business listing is the assigned Data Universal Numbering System (DUNS) number. Each DUNS number is unique to the individual company and is used to track and identify establishments within the database and associated systems. This numbering system is maintained and copyrighted by the Dun and Bradstreet Corporation. The DUNS number is the primary entry used by the existing survey systems and database tools to index and catalog data. The unavailability of the DUNS number would require the development and use of an alternative identification scheme and substantial reprogramming to existing systems. There are no known companies or individuals capable of providing the data referenced herein. Interested organizations may identify their interest in the referenced requirement and demonstrate their equivalent capability to provide the required service. Interested organizations should provide a statement of their capabilities and qualifications via email to the identified POC no later than 3:00 pm EDT on 05 May 2010. Inquiries will only be accepted via email to the identified POC; oral communications will not be accepted in response to this notice. This notice is not a request for competitive proposals. Information received will be considered solely for the purpose of determining the proper approach to fulfilling the referenced contractual requirement. The determination whether or not to conduct this procurement on a competitive basis is solely within the discretion of the Government. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services. No solicitation documents exist at this time and there is no anticipation of a solicitation issuance. Requests for a solicitation will not be entertained. The Government will not pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
