Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. The NECO webpage will serve as an alternatives if the FBO website is unavailable. MODIFICATION 2: The Government will procure one ship set of SVRLA trays for a Virginia class submarine, in accordance with a NWSC Crane Statement of Work, from Exide Technologies, Aurora, IL, who is the sole source provider of these trays. This will be a firm-fixed price modification to existing contract N00164-09-C-GS38. The required delivery date is 5 months after modification award. Inspection and acceptance will be performed at origin. The trays will be loaded with cells at Exide and shipped to an unknown location. This procurement is for a commercial item, and FAR Part 12 procedures will be utilized. The solicitation is expected to be issued on or about 5/5/10, and expected to close on or about 05/28/10. The Navy intends to solicit and negotiate this contract on a sole-source basis with Exide Technologies, based on FAR 6.302-1, only one source capable of meeting the Government's requirements, due to the proprietary nature of Exide's tray design that is specific to their battery configuration as well as the class of ship. The applicable NAICS classification is 335912, and the size standard is 1000. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
