Description
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management have set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB), Solicitation Number RFP VA 101-10-RP-0060 for construction services at the Jefferson Barracks National Cemetery in St. Louis, Missouri. The SDVOSB must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. The SDVOSB contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the construction of approximately 10,566 pre-cast, double depth crypts, 5,770 pre-cast concrete columbarium niches, 1,052 in-ground cremains, 6,350 niche covers and 678 memorial plaques. The project will develop approximately 13 acres to include, but not limited to, all general construction, general alterations, general demolition, clearing and grubbing, erosion control, roads, paving, walks, site preparation, grading, sinkhole remediation, drainage and storm sewer work, earthwork, landscaping, irrigation, site furnishings, fencing, signage, demolition and removal of three (3) residential-type buildings and other improvements as shown in the drawings, specifications and other referenced documents. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The approximate Construction Duration will be 540 calendar days. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www,vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about March 30, 2010. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-proposal conference will be held on April 15, 2010, at 9:00AM Central time at the Chapel within the Jefferson Barracks National Cemetery, 2900 Sheridan Road, St. Louis, Missouri 63125-4166. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than April 20, 2010 at 4:30PM Eastern time. The government will respond to all questions not later than April 23, 2010 via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. Offerors are advised award may be made without discussion. Proposals are due to the Contracting Officer by 2:00 PM EST on May 13, 2010.
