Description
THIS IS A PRESOLICITATION NOTICE - SOLICITATION PACKAGE WITH ALL SPECIFICATIONS AND DRAWINGS WILL BE POSTED ON OR ABOUT 4 MAY 2010. The Contractors shall supply the necessary qualified personnel, services, and facilities to conduct the following: · Intensive Class III cultural resources inventories on Forest Service trails with slopes less than 35%; · Class II cultural resource inventory on trails with slopes greater than 35%; · Intensive Class III cultural resources inventories of Forest bridge and facility maintenance and improvements and intepretive sign installations, · Archaeological monitoring and oversight of geotextile site padding mitigation, · Produce cultural resources reports which include National Register of Historic Places eligibility recommendations. · A prospective contractor may bid on the work items listed for one, or more, of the Ranger Districts (Dolores, Columbine and Pagosa) listed in the Schedule of Items. However, due to the need to complete all of the cultural resource surveys as expediently as possible, cultural survey crews will need to be surveying and completing reports in all three Ranger Districts concurrently. Work will need to start in all three Districts as soon as the snow melts, approximately June 15, 2010. The project area is located within the San Juan National Forest. Standards for the survey are specified in Division 200. The Trails, and Facilities maintenance and improvement projects are located on numerous trails and facilities within the San Juan National Forest, see the attached lists of San Juan Trail Projects. The San Juan National Forest has several Southwest Conservation Corp trail crews under contract ready to start the trail improvement work as soon as the snow melts, so it will be imperitive to have the cultural surveys done as quickly as possible so as not to delay the trail crews. This project contains three separate bid items: A contract for trails and facilities cultural resource survey and cultural resource monitoring in the Dolores Ranger District; a contract for trails and facilities cultural resource survey and cultural resource monitoring in the Columbine Ranger District; and a contract for trails and facilities cultural resource survey and cultural resource monitoring in the Pagosa Ranger District. A prospective contractor may bid on the work items listed for one, or more, of the Ranger Districts. Trails with slopes less than 35% will have intensive Class III surveys conducted with a corridor width of 100 ft. (30 meters), trails with slopes greater than 35% will have Class II reconassonce survey conducted. It is anticipated that several of these trails are historic trails and will be documented as such on official Office of Archaeology and Historic Preservation Site Forms. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract.
