- SUBJECT: THIS IS A DRAFT SOLICITATION NOTICE ONLY!!! Interested Vendors, The National Capital Region Contracting Center (NCRCC) intends on releasing a Request for Proposal (RFP). The RFP is to support the Software Engineering Center, Fort Lee, Virginia (SEC-Lee) Standard Army Maintenance System-Enhanced (SAMS-E). The Period of Performance is a one-year base period and two one-year options. The anticipated contract type will be Time and Material. This acquisition will be conducted under FAR Part 15 procedures. This acquisition will allow SAMS-E to act as the bridge between current functionality and the Enterprise Resource Planning (ERP) solution. The Contractor shall provide project management; provide support for fielding, implementation training, and data conversion and provide functional and technical software development and sustainment support, which includes requirements determination, configuration management, testing, security, training, documentation, and customer assistance. Additionally, the Contractor shall provide program security management support and information vulnerability management support necessary to sustain, modify, and improve the deployed systems operational software. This acquisition may require the Contractor to provide functional and technical software development support for DA driven system enhancements such as Ground Systems Digital Logbook. Major system enhancements shall be incorporated so that it may be used as a part of the SAMS-E baseline, but also in an autonomous manner in the best practice of planning how to preserve the capability of a system over its life cycle by keeping the technology employed in a system sufficiently up-to-date to avoid obsolescence and associated sustainment problems. The DRAFT RFP package is released for your review, comments and questions. Questions should be addressed to the NCRCC Contract Specialists, Mr. Undra Robinson at undra.robinsonii@conus.army.mil and Mr. Neal Dedicatoria at neal.dedicatoria@conus.mil and the ITEC4 Contracting Officer, Mr. William L. Giles at william.L.giles@conus.army.mil. Potential Offerors are encouraged to submit questions up until 3 May 2010, 10:00 am EST. DRAFT Questions received after this date may or may not be answered, but will be considered. Questions shall not be marked with a restrictive legend and shall not include proprietary information. The Government intends on posting all answers to vendor submitted questions to the Draft RFP on FedBizOpps before release of the Final RFP. The Government plans to issue a final RFP on or around 5 May 2010. Thank you for your interest in the SAMS-E acquisition. Again, please note that this package is a draft and that all documents are subject to change. Currently there is no funding provided for this effort and that this acquisition will be subject to the availability of funds.
