- This project is being announced in accordance with procedures set forth in the Federal Acquisition Regulation (FAR) Subpart 19.1007, Small Business Competitiveness Demonstration Program. This procurement is an Emerging Small Business set-aside accordance with FAR Subpart 19.10. The solicitation will be issued on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov on May 6, 2010. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Contractors wishing to receive electronic notification of changes will need to register to receive notification on this specific solicitation. This service is provided for convenience only and does not serve as a guarantee of notification. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. Solicitation Number: Q1770104a14. Description: The National Park Service is seeking a qualified contractor to furnish all labor, equipment, materials, transportation and supervision necessary to conduct a "relay operational trip test". The contractor will be responsible for making any physical adjustments while calibrating the relay controls for the circuit breakers. This may be accomplished by simply turning a dial to the proper range specifically called for by the Con Edison engineer. The test will need to be done in coordination with a representative from Con Edison to verify its accuracy. The test will provide the current settings that the circuit breakers relays are presently set at. Location: Gateway National Recreation Area - Jamaica Bay Unit,Floyd Bennett Field, Brooklyn, N.Y. In accordance with FAR Subpart 36.204, the price range for this contract is under $25,000. The NAICS code and size standard for this procurement are 238210 and $14.0 million. The estimated time for completion is 30 calendar days from the date of the Notice to Proceed. A firm-fixed price contract will be awarded. Award will be made upon price and non price related factors such as experience, past performance and expertise. An organized site visit will be scheduled. (see solicitation package for time and date of scheduled visit). To receive consideration, Contractor must be registered on the Central Contractor Registry (CCR) at the Internet site at http://www.ccr.gov. Contractor must provide Dunn and Bradstreet number with quote. This procurement will be set aside for Emerging Small Business in accordance with Federal Acquisition Regulation Part 19.1007. All questions must be in writing and may be submitted to Gateway National Recreational Area, 210 New York Avenue, Staten Island, NY 10305, Attn: Lori Achkar or email to lori_achkar@nps.gov. Telephone requests will not be accepted. Requests being sent via mail must contain a verifiable return address or they will not be opened. Responses from Bidders will be accepted at the address listed in Block 5a of the solicitation in hard copy with the manual signature of the authorized company official. Responses are due no later than 12:00 PM on May 20, 2010 Facsimile offers will be accepted at 718-354-4553. The Government reserves the right to cancel the solicitation.
