Description
Draft Bill of Materials/Schedule Requirements VIDEO TELECONFERENCE EQUIPMENT PURPOSE This is a Department of State (DoS) Special Notice only. Contractors are requested to read and the below and attached requirements. No responses are requested by this notice. The DoS issues this notice with the intent of giving an opportunity to all interested parties to appropriately prepare for the anticipated Request for Quote (RFQ). THIS IS NOT A REQUEST FOR QUOTE; THIS IS FOR PRE-SOLICITATION / INFORMATIONAL PURPOSES ONLY. NO AWARD WILL BE MADE ON THE BASIS OF RESPONSES RECEIVED TO THIS NOTICE. BACKGROUND The DoS has a requirement to provide current endpoint VTC systems and services that incorporates state of the art features and security protection mechanisms. The DoS Video Program Office (VPO) is responsible for the core infrastructure and video teleconferencing services to support internal and external customers. PROPOSED CONTRACT ACTION The Contractor shall provide video conferencing end systems and services as described herein to meet the critical mission requirements of the DoS. The systems and services will be used to meet normal and emergency coordination needs in support of the Department’s Foreign Affairs Community (FAC). Accordingly, the DoS anticipates the issuance of the following GSA Federal Supply Schedule (FSS) solicitation (RFQ) during the upcoming months: 1.RFQ reference number: SAQMMA10Q0120 2.RFQ Title: Video Teleconference Equipment 3.RFQ issuance date: To Be Determined (TBD) 4.RFQ issuance method: Electronic RFQ distribution and quote submission though GSA E-Buy only. All responsible sources holding an appropriate GSA FSS contract may submit a quotation in response to the GSA E-Buy RFQ, to be considered by the DoS. 5.RFQ response date: TBD 6.Schedule: The attached Bill of Materials/Schedule and estimated quantities represents the list of foreseeable line items which the DoS may include in the RFQ. This list is believed to contain all and only those specifications which are required by the DoS. 7.Award date: TBD 8.Award type: Blanket Purchase Agreement under GSA Federal Supply Schedules 9.Award procedures: FAR 8.405-1, Ordering procedures for supplies and 8.405-3 Blanket purchase agreements (GSA Federal Supply Schedules) 10.Duration of BPA period: 5 Years from date of award 11.Place of performance: All product deliveries will normally be within 25 miles of the Washington, DC Metropolitan area. Specific shipping instructions will be provided under each order. 12.Special contract requirements: a.Trade agreements: One or more of the items under this acquisition is subject World Trade Organization Government Procurement Agreement and Free Trade Agreements. b.Teaming/Partnering: Following issuance of the RFQ, the Contractor shall provide the government, with its quote submission, written verification from the GSA schedule holder that an agreement exists that validates the Contractor’s right to quote the GSA schedule items on behalf of the GSA schedule holder, if other than the Contractor; and, by proactively complying with this solicitation term, Contractor accepts that the government will make award to the GSA schedule holder only, as the sole awardee. Further, the sole awardee and only the sole awardee shall submit its invoice to the government and receive payment from the government. c.Open market items: GSA FSS orders may include "open market" items, i.e., items not on the awardee's list of GSA schedule items, only in compliance with FAR 8.402(f). The Contractor must verify in writing, with its quote submission, which items are listed on its GSA FSS contract and which items are "open market" items. For a quote to qualify as a quote based on a GSA FSS contract, the value of "open market" items included in the quote may not exceed the applicable micro-purchase threshold as defined in FAR 2.101 ($3,000.00). d.Security requirements: The Contractor may require access to the classified systems or information to the secret level. Appropriate security paperwork (i.e. DD form 254) will be attached to the RFQ. QUESTIONS The DoS will accept questions in response to this notice in writing by e-mail only. Questions received after that date may not be answered. Contractors may only contact the individual listed above regarding this notice. Communication concerning this notice with other Government personnel, including contractor support personnel, is prohibited. If such contact occurs, the Contractor making such contact may be excluded from any resultant solicitation (RFQ) and award consideration. The DoS does not plan to hold a pre-solicitation conference for Contractors. If, after a review of questions submitted, the DoS believes a pre-solicitation conference is necessary, one will be scheduled and all prospective Contractors will be advised. Interested parties are reminded that information furnished hereunder may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business, or contain trade secrets, proprietary, or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when the DoS determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable.
