Description
Description: THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bidder. Work includes: Decommissioning an existing wastewater lagoon and an RV dump station. Installation of two new septic tanks. Installing a new wastewater treatment package plant. Pressure testing of existing effluent piping. Providing a new effluent piping as an optional bid item. Replacing a potable water distribution system from the storage reservoir throughout the campground to Highway 101, to Devil’s Churn Wayside and to the Visitor’s Center, the latter two being optional bid items in the contract. Replacing a potable water supply line from the well house to the storage reservoir. Installing a new modular well house with piping and controls (with chlorine treatment) adjacent to the existing well house. Contractor shall deliver to Contracting Officer (CO) Site Specific Safety Plans for both, the Water and Wastewater Projects, prior to commencement of field work. Contractor shall preserve existing roads, buildings and facilities, underground utilities, landscapes, and campground landmarks that are not designated for abandonment or removal. Comply with all applicable Federal, State, and local regulations, including but not limited to Environmental Protection Agency, Oregon Occupational Safety and Health Administration, Oregon Bureau of Labor and Industries, Oregon Department of Transportation, and Oregon Department of Environmental Quality. Comply with the most current version of the Oregon Administrative Rules (OARs), applicable to Drinking Water and Wastewater Systems. A “Major Alteration Permit” with the Oregon Department of Environmental Quality (DEQ) has been initiated, and plans and specifications have been submitted. Fees to Oregon DEQ have been covered by the USDA Forest Service. Contractor shall follow-up with other Oregon DEQ requirements. This cost shall be indirectly included under mobilization. A “Plan Review” with the Department of Human services-Public Health Division will have to be submitted by the Contractor. This cost shall be indirectly included under mobilization. Contractor shall work directly with the State regulatory agencies regarding notification, permits, authorizations, follow-ups, and final inspection related to work associated with this project. Contractor shall submit to the Forest Service a copy of all paper work submitted to or received by the regulatory agencies. RESTRICTION: Work for the Water System Upgrades at Cape Perpetua Campground shall not commence before September 7, 2010. ***ESTIMATED ISSUE DATE OF SOLICITATION electronically in Federal Business Opportunities is April 30, 2010.*** The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications. Project area is located in Lincoln County on the Siuslaw National Forest. This project area runs adjacent to Highway 101. The Government’s Estimate is between $500,000 and $1,000,000. This proposed procurement listed herein is Unrestricted Competition per FAR 19.10 The Small Business Competitiveness Demonstration Program. Estimated start work date is September 13, 2010. The recreational area includes the Devil’s Churn Wayside, the Cape Perpetua Campground, and a Visitor’s Center.
