Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are hereby being requested. Solicitation PR-NC-10-10467 is being issued as a Request for Quote (RFQ). The U.S. Environmental Protection Agency intends to solicit and award a firm-fixed price contract under Federal Acquisition Regulation (FAR) Part 13. This requirement is being solicited as an unrestricted procurement. The North American Industry classification System (NAICS) code for this acquisition is 541512 size standard of $25M.This requirement is being solicited for new software product, accompanying licenses and software maintenance services. Therefore, this procurement is a combination of both products and services with the majority of the cost attributed to the software product because the amount of users is being increased from four thousand three hundred (4,300) users, which our current order accommodates, to twenty-five thousand (25,000) users which the new contract will be for. This requirement is for WorkPlaceControl brand software which supports the EPA?s Lotus Notes system. Therefore, this requirement requires not any software program to manage Lotus Notes; it specifically requires the WorkPlaceControl brand of software to manage the EPA?s Lotus Notes system. The majority of the applicable Brand Name Justification is listed in italics below after it was edited in accordance with FAR 6.305: The Agency's solution for a Lotus Notes client management system must not require the installation of local files. Agency desktops are currently configured and supported by more than thirty (30) different help desk groups and our ability to control the installation and updating of local Notes client management files is nearly impossible. For users in the managed desktop Computer Technology Services (CTS) environment, only those with administrative desktop privileges (a very small percentage of the user base) will have the ability to receive a file push of this nature. Given the Agency's current distributed, non-standard workstation environment, we do not currently have the ability to ensure that the appropriate files would be updated or even initially installed. This situation is especially true for the thirteen thousand (13,000) Notes flash drives that were deployed with CTS systems; our ability to obtain and install the required files for the Notes client onto those drives would be almost impossible and would place an undue burden on the help desk staffs supporting those users. A similar burden would be placed on employees with Agency systems located in their homes for telecommuting purposes; those users would need to bring in their desktops (some of them tower systems). There is also another protocol issue that would have to be addressed if local files were installed for a requirement of this magnitude. The installation of local files on more than twenty-five thousand (25,000) Agency desktops would require approval from the Quality Technology Sub-committee (QTS), the Agency's IT governance board, by the May deployment deadline which cannot be completed since the next QTS meeting is slated for the 4th quarter FY '10 timeframe. Lastly, the Agency is taking steps to make the workforce more mobile and less reliant on applications that require the installation of local files and, therefore, deploying a Notes client management system that requires the installation of local files would be contrary to this initiative. This requirement being solicited for a Period of Performance from May 15, 2010 ? May 14, 2011. FAR provisions and/or clauses referenced are available on-line at http://www.arnet.gov/far/. Solicitation Provision FAR 52.212-2, Evaluation -Commercial Items is hereby incorporated by reference with the fill-in for paragraph (a) of ?price is the only factor.? Contractors are reminded to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote. Clause 52.212-4, Contract Terms and Conditions - Commercial Items is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is hereby incorporated by reference, as well as the following clauses cited in the clause which apply to this solicitation, 52.222-3, Convict Labor (E.O. 11755), 52.222-21, Prohibition of Segregated Facilities, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212), 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793), 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (31 U.S.C. 3332), 52.239-1 and Privacy or Security Safeguards (5 U.S.C. 3332). Payments will be made monthly upon approval of monthly invoices.
