- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with McGraw-Hill Construction (MHC) Dodge, of Columbus, Georgia, for the acquisition of Prefabrication and Modularization in the Construction Industry. *****Sole source determination is based on the need to obtain raw and processed data for a wide variety of construction-related information to the Census Bureau, Department of Labor, Department of Energy, Environmental Protection Agency, Department of Education, Department of Housing and Urban Development, and the Federal Reserve Board (FED). The primary activity of MHC is the collection and dissemination of project-specific construction information and market research sourced from that project information. MHC tracks and reports the details of 600,000 projects in the U.S. using a staff of 950 reporters to continuously gather information for public and private sources. These reports cover 209 construction project types from the planning stage through construction. MHC project data provide the sole basis for the Census Bureau's monthly value of construction put in place C30 Report and the construction-related sections of the FED's Beige Book published quarterly. Access to the detailed data underlying these two government publications is an essential component of being able to carry out the activities specified in the PWS. MHC is the only know vendor capable of providing the required information. *****The North American Industry Classification System (NAICS) code for this acquisition is 511199, and the size standard is 500 employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 28, 2009 will be considered by the Government.
