- Description
- U.S. Customs and Border Protection intends to issue a sole source award to VT Griffin for the installation of an emergency backup electrical power system to prevent the disruption of critical law enforcement support as a result of unpredictable power interruptions caused by various material or weather related events. The installation of the emergency backup electrical power system which will prevent the disruption of work shall be a 450 KW 277/480v generator, a 21kGVWR tri-axle trailer with a 500 gallon integral fuel tank with level gage, cable box, and spare tire. The reason for the sole source award is because the CBP Office of Air and Marine leases a building in Jacksonville Florida from the City of Jacksonville. VT Griffin is tasked by the City of Jacksonville to administer the lease and act as the "landlord", complying with all aspects of the lease. Section 6.1 of the lease states that " the lessor shall provide and operate all building equipment and systems in accordance with the applicable technical publications, manuals, and standard procedures." Section 7.4 states, in part, "The Lessor's maintenance responsibility includes initial supply and replacement of all supplies, materials, and equipment necessary for such maintenance. Maintenance, testing, and inspection, of appropriate equipment and systems must be done in accordance with applicable codes, and inspection certificates must be displayed as appropriate." As the landlord has direct responsibility to maintain and monitor all aspects of utilities, they maintain, and we agree, that they should be allowed the procurement of this generator to include the oversight of the installation and operational training.
