- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W911SD10T0147 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 484210 with a small business size standard of $25.50M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-05-05 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be West Point, NY 10996 The USA ACC MICC United States Military Academy requires the following items, Meet or Exceed, to the following: LI 001, Provide acid-free, buffered, neutral plastic, archival grade packing material for all 419 items listed on Museum Hand Receipt for Quarters100 - (Supt Residence), West Point. Packing material to be delivered same day packing occurs. See SITE VIST INFORMATION, 1, EA; LI 002, Crate in durable containers historic property identified by West Point Museum personnel as fragile. At a minimum, 25 crates of various size. Some crates may contain multiple artifacts. All artifacts must be handled using cotton or latex-free gloves., 25, EA; LI 003, Transport all packed, soft wrapped items identified on Museum Hand Receipt (DA Form 2062) for Thayer Basement and Qtrs100 to storage facility. Currently listed as 191 artifacts in Q100 upper levels and 228 in Thayer Basement., 1, EA; LI 004, Provide climate controlled (Temperature & Humidity), secured, security monitored, bonded warehouse protection to all artifacts transported in conjunction with this contract for a period of 18 months from date of shipment. Storage facility must be limited access and available for inspection by Department of Defense representatives upon request. Storage facility must be within 75 miles of West Point, NY., 18, EA; LI 005, Remove from storage and transport all items from storage facility to Quarters100, West Point, NY. Shipment must be direct with no stopping enroute on access controlled, insured vehicle manned by a minimum of two (2) contract personnel, one of whom must remain with the vehicle at all times., 1, EA; LI 006, Unpack all Historic Property delivered to West Point from storage and placed as directed by DOD representative. Access to work space will be dependent on occupant of Q100 and subject to availablitiy., 1, EA; LI 007, Remove all packing debris and materials leave government facilities as "in-found condition"., 1, EA; LI 008, Contractor Manpower Reporting (CMR)See: Paragraph titled: CONTRACTOR MANPOWER REPORTINGFSC: ___V122_______Unit Identification Code (UIC): __W6BMZZ_______________, 1, EA; For this solicitation, USA ACC MICC United States Military Academy intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACC MICC United States Military Academy is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
