- The James A. Haley Veterans Hospital (JAHVH), Tampa, FL, intends to issue a sole source Request for Quotation to UBIsense, Inc. for a turnkey design, manufacture and install of a 3D Real Time Location System (RTLS) to be used in a Transitional Living Center for traumatic brain injured (TBI) patients. This system will be used to record and analyze the movement of objects in 3-dimensional space inside and outside of a building. The system will be installed in the Polytrauma Transitional Living Facility located at the JAHVH, 13000 Bruce B. Downs Blvd., Tampa, FL 33612, to monitor patients and be modified to provide interactive prompting capabilities to demonstrate the feasibility of using the technology to provide enhanced rehabilitative care. North American Industry Classification System (NAICS) Code 541512. This is sole source procurement under the Simplified Acquisition Procedures, 38 U.S.C. 8153 and Other Than Full and Open Competition (FAR 6.302-1). This notice of intent IS NOT a request for proposals; however, any firm that believes it can meet the following salient features may give written notification to Sandra T. Jackson, Contracting Officer, email Sandra.jackson@va.gov or FAX 813-979-3637, by APRIL 27, 2010 and this notification must show clear and convincing evidence that they can meet these requirements. Interested parties must submit with their written notification their qualifications and capabilities in writing and MUST address each element listed below in the Salient Features, any submittal that does not address each salient feature WILL NOT be considered.SALIENT FEATURES: (1) The system must have low power, ultra-wide band based location signaling with radios operating in the 6-8GHz range to avoid interference from WiFi based communication devices and medical equipment. (2) Track tags must be at a spatial resolution better than 6" in 3 dimensions. (3) The system must have dynamic changes in tag update rates to improve tracking accuracy and battery life. Update rates must vary between 0.001Hz and 20Hz or better. (4) The system must have an integrated telemetry channel for data transfer and tag communication including button presses & LED signals. (5) Tag must be a module that has been FCC approved for integration into other devices and provide means of capturing and transmitting data from these devices over the telemetry channel. (6) The system must provide 2D & 3D real-time visualization of the environment and the locations of the tagged items within the environment. (7) The system must be able to provide easy creation of 3D smart spaces for detection of tag entry/exit from different areas. (8) The system must provide presence detection using non-UWB signal to allow easy inventory of tags and associated items. (9) Hand-held tag detection must use a USB compatible device. (10) The system must have an integrated GPS module for outdoor tracking with GPS location sent over the telemetry channel. (11) The system shall provide outdoor weatherproof sensors and presence modules for localization of tags outside of a building. (12) The system must have API which allows customization and creation of new user applications. (13) MUST be compatible with existing JAHVH Projects using UBIsense RTLS software. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Oral communication will not be accepted. If no responses are received, VA will proceed with the sole source negotiation with UBIsense, Inc. RFQ VA-248-10-RQ-0396.
