Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Warfighter Science, Technology and Applied Research Directorate (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: BAE Systems Specialty Defense Systems of Pennyylvania Inc., Jessup, PA 18434. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Coyote color Modular Lightweight Load-carrying Equipment(MOLLE) Airborne pack systems for US Marine Corps Test and Evaluation, BAE Style No 4212 coyote. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Specialty Defense (BAE) is the only commercial source of this item. It is a slight modification to the MOLLE Large Rucksack. Specialty and Eagle are the only companies that currently, or has ever had MOLLE in production. These two sources were selected for current contracts through a competitive bid process. The MOLLE Airborne Large is a product improvement to the MOLLE Large that the Government intends to buy in small quantities for Test and Evaluation only. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market survey is not needed since the military is the only customer for this item. The Govermnent knows through the development, source selection process, and numerous industry conferences that Specialty is the only potential sources. 4. Any other facts supporting the use of other than full and open competition: Specialty Defense has a production line currently in place to make these items for the U.S. Military for a 30 June 2010 delivery date in the correct color. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: If this item is adopted by the services, it will be procured by DLA through a competitive bid Best Value process. 6.
