- Solicitation for Eviware soapUI Pro DISA/DITCO intends to issue a purchase order for the acquisition of Eviware soapUI Pro software. The software being maintained is proprietary and protected by copyright laws. No third party maintenance is authorized. Period of performance is for 12 months from the date of award. The statutory authority for other than full and open competition is 10 USC 2304( c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software must complete the attached solicitation, HC1028-10-T-2102, and return it via email to lynn.buss@disa.mil by 10:00 A.M. (Central Time) on 23 April 2010. The resultant contract will be a firm fixed price purchase order. The NAICS code is 511210 for this procurement. The justification detailing the government's essential need for Eviware soapUI software is listed below. In Accordance With FAR Part 13.106(b)(1), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only once source reasonably available, e.g. urgency, licensing agreements, brand name, or industrial mobilization. The Eviware products satisfy a portion of the GNISE UI - General portion of the GNISE requirements. soapUI Pro is a web services development and testing piece of software needed for the development environment. No other tool provides the same capabilities that the soapUI Pro to provides, which includes Web Service Coverage, which is a metric for showing how well tested the web services are. It also includes Test Refactoring, which provides the ability to automatically update all tests. Additionally, soapUI contains the ability for drag and drop editing, the ability to feed test data from Excel, databases, files, folders, XML, and Groovy Scripts, and the ability to map requirements to tests to see if the tests fulfill the requirements. Eviware is the Original Equipment Manufacture (OEM) of the software. Eviware has proprietary rights to the software code for the products associated with this requirement and, as such is the only known vendor, along with its authorized resellers that can provide the required services. Based on documentation provided, a determination has been made to compete this requirement among all Eviware resellers via the FedBizOpps website.
