Draft Performance Work Statement (PWS) - EVALUATION OF INVESTING IN INNOVATION (i3) REQUEST FOR INFORMATION (RFI) Anticipated Area of Specialty: Evaluation Design, Technical Assistance on Local Evaluations, Meta-Analysis of Local Evaluations The U.S. Department of Education (ED) is conducting market research. This RFI is being used to determine if sufficient interest and capability exists regarding potential future solicitations. This notice is provided as information to the marketplace and is an invitation for interest. Information submitted in response to this RFI may be used as a basis for future solicitations and/or as a basis for more in-depth research of an organization's capability. ED's Institute of Education Sciences (IES), National Center for Education Evaluation (NCEE) anticipates the award of a hybrid contract to provide technical assistance on the design and conduct of rigorous evaluations to the independent local evaluators of the Investing in Innovation (i3) grantees as well as to summarize through meta-analytic techniques (where feasible) the results of these evaluations. Information Gathering: ED seeks capability statements from only small businesses. Since ED needs to determine if there are capable small business sources, ED will evaluate the capabilities of small businesses only. The qualifications of large businesses will not be evaluated as part of this RFI. Capability Statement Instructions : In response to the attached draft Performance-based Work Statement, the U.S. Department of Education hereby solicits capability statements from eligible contractors. These statements shall be no longer than six pages (single-spaced, with a minimum of one-inch margins and 12-point font). Contractors should include resumes in the appendix (no more than five resumes shall be included and only resumes for key personnel who will work on the contract are to be included); these resumes will not be counted as one of the six pages of the capability statement. Resumes should not exceed five pages each. Please provide evidence of the below-referenced knowledge, experience, and capabilities. Examples could include names and descriptions of previous studies you have worked on and information on the specific role you played. Responses shall contain only substantive information. The capability statement shall describe the qualifications and experience of key staff of the small business, and the related small business corporate experience and capacity, for ALL of the following areas: · Technical and practical knowledge of and experience in managing, designing, and conducting rigorous evaluations of the implementation and effectiveness of education interventions, including the successful completion of multiple large-scale experimental and quasi-experimental studies in education · Experience and skills in the use of analytic techniques, including meta-analysis, to summarize results across education evaluation studies clearly and accurately · Experience and skills in providing technical assistance on the technical and logistical elements of conducting rigorous evaluations of education interventions (including experimental and quasi-experimental studies), including the ability to clearly communicate with audiences of differing technical expertise · Experience and skills working with numerous entities simultaneously to obtain cooperation and collect local evaluation data quickly · Substantive knowledge of programs, practices, and strategies, as well as measurement, in the wide range of education content and reform areas preschool through grade 12 covered by the i3 program · Su fficient capacity in terms of numbers of highly skilled staff (see the criteria listed above) to provide technical assistance to a large number of grantees' local evaluators (possibly as many as around 200) simultaneously and to analyze and report summary findings on these grantees' evaluations · Sufficient capacity in terms of numbers of highly skilled staff (see the criteria listed above) to create a firewall to maintain independence between staff providing technical assistance and staff conducting cross-site analysis and reporting of findings · No conflicts of interest that would call into question the independence of the study (for example having sufficient capacity to and an acceptable plan for creating a firewall between any staff who will serve as the local evaluator for an i3 grantee and the staff proposed to provide technical assistance to the i3 grantees' local evaluators and to analyze and report summary findings on these grantees' evaluations Interested small business parties are asked when submitting the Capability Statements to include the following information: 1) Company Name and Mailing Address and 2) Point of Contact (name, title, e-mail address, and telephone number). The deadline for submitting capability statements at is May 3, 2010 12:00 p.m. EST. Capability statements should be sent to Natasha Boyce, Contract Specialist via e-mail at Natasha.Boyce@ed.gov and carbon copy Deila.Johnson@ed.gov. Note: The Government will not pay for the provision of any information nor will it compensate any respondents for providing this information. This notice is NOT A REQUEST FOR PROPOSAL and in no way obligates the Government to award any contract. ED will not be responsible for any costs incurred in responding to this announcement.
