Description
RECOVERYZPROJECT NUMBER 12130, Napa River, CA Initiate and Complete Construction of Napa Creek Site. This acquisition is proceeding as a firm fixed price UNRESTRICTED FULL AND OPEN COMPETITION Invitation for Bids (IFB). Estimated Cost Range is between $25,000,000 and $100,000,000 Period of Performance for Construction: General Construction- 32 months (Estimated) Plant Establishment- 36 months following completion of General Construction (Estimated) This Procurement will be conducted under FSC CODE: Z299, SIC CODE: 1629, NAICS Code: 237990. The size standard for this code is $33,500,000. All questions should be directed to the Contracting Officer, Matthew P. Job Descriptions: The Napa Creek Site project consist of two large two-barreled diversion culverts, grade control structures, scour aprons, and bank protection along Napa Creek starting from its confluence with the Napa River and proceeding upstream approximately 3500 feet to Jefferson Street. The downstream diversion culvert is approximately 464 feet in length and the upstream diversion culvert is approximately 452 feet in length. Each diversion culvert is a two cell reinforced concrete box (each cell being 11 feet wide by 12 feet high). Work also involves general demolition, tree removal, re-plantings, detours, parking lot reconstructions, intersection and street reconstructions, bridge demolitions, the Behrens Street bridge replacement, cul-de-sac improvements, retaining wall construction, utility relocations, and terrace grading. Bank protection includes riprap along with a number of bio-engineering measures including in stream woody material, vegetated reinforced soil slopes, and significant plantings. It is anticipated that the Invitation for Bids (IFB) will be issued on or about May 11, 2010, for downloading at the Government's website at FedBizOpps www.fbo.gov. No paper copies will be issued. The specific date and time will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. Ordering Solicitation: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the IFB is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov ). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps before accessing the IFB documents. To register, click on the Register Now button in the Vendors Block and follow the instructions. The following information will be required: Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN); DUNS Number or Cage Code; Telephone Number; and E-mail Address. Once registered with FedBizOpps, interested parties will then be able to log in and access the IFB documents. Important Notes: Solicitation documents can be accessed ONLY via FedBizOpps. When viewing the Synopsis/Pre-solicitation Notice, you will click on the ADD ME TO INTERESTED VENDORS to enter your information. This function does not, however, allow you to identify yourself as a Prime or Sub.
