Description
DEPARTMENT OF VETERANS AFFAIRSJustification and Approval For Other Than Full and Open Competition Contracting Organization: Department of Veterans Affairs, VISN 08, Veterans Administration Caribbean Healthcare System San Juan Medical Center. Description of Action: This is a request for other than full and open competition for the preventive maintenance of the Trane Tracer Monitoring and Alarms Syetem to be used at the Veterans Administration Caribbean Healthcare System San Juan Medical Center from Belkro General Contractor. Description of Supplies or Services: The supplier will furnish the equipment and all materials, labor, tools for the routine preventive maintenance, troubleshooting and repairs of the devices and software required to report to Trane Tracer System, in addition to configuration of alarms, technical support and consulting. Statutory Authority: (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest Validity of Use of Statutory Authority: The existing Tracer Summits Monitoring System at Graphic Control Unit has been supplied by Trane, Inc. Due to the criticality of this system which monitors conditions in areas like Intensive Care Units, Operating Rooms, etc. Highly qualified and trained personnel shall be hired to troubleshoot, maintain, repair and to make additions and modifications to the configuration without compromising the operation of the hospital's critical areas. Belkro General Contractor has created an alliance with Trane Puerto Rico, Inc. (the local subsidiary of Trane Inc.) and has factory-trained technicians available to perform the installation of additional devices and configuration of new point alarms to our system. Actions to Promote Competition: Since the manufacturer has a local company (Belkro/Trane), only one responsible source can be contacted with qualified and trained resources to perform the work described above. Determination of Fair and Reasonable Price: The anticipated price to the Government is $ 24,337.46 for two(1) month of services from April 1, 2010 thru May 30, 2010. Prices seems fair market value. Market Survey (FAR 10): Belkro/Trane is the local company for Trane Tracer sales and service. Only one source can be contacted for the procurement of this equipment. Other Considerations: N/A Listing of Sources that expressed, in writing, an interest in the acquisition: None. Local manufacturer company had to be called for qualified and trained service technicians for the work described above. Statement of Actions to Overcome Barriers to Competition: See Market Survey.
