Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. 7. This action is being set aside for small business participation. 8. BID SCHEDULE:In summary, a total of 3,311 native tree seedlings will be planted in the project area on 5.27 acres and include 5 separate planting areas: Unit PriceTotal Area 4 -Emmitsburg Road at the south end of the park. 1557 trees on 2.29 acres Area 22 - Located Route 30 west of town. 756 trees on 1.51 acres. Area 34 - Located on Culp's Hill. 292 tree on 0.43 acres.Area 38 - Locate on Culp's Hill. 265 trees on 0.39 acres. Area 41 - Located on Culp's Hill. 442 trees on 0.65 acres. Specifications: In summary, a total of 3,311 native tree seedlings will be planted in the project area on 5.27 acres and include 5 separate planting areas: Area 4 - Located along Emmitsburg Road at the south end of the park. 1557 trees on 2.29 acres Area 22 - Located Route 30 west of town. 756 trees on 1.51 acres. Area 41 - Located on Culp's Hill. 442 trees on 0.65 acres. * Depending on stocking densities in Areas 34, 38, and 41. Trees may be moved to Area 22 to thicken up this area. Description of the seedlings to be planted:The project includes five (5) areas to be planted. The five (5) areas to be planted with hardwood seedlings will be planted at a rate of 680 trees per acre. They will be planted at approximately 8' x 8' spacing in random distribution as not to create a row effect as that of a plantation planting. The planting will consist of bare root trees approximately 18 inches in height. All trees will be root pruned prior to planting so that the planting can be accomplished using a KGB bar or hoe-dad planting bar. Containerized trees include # 2 containers (8" diameter) and containerized seedlings (3" x 9" containers). Award shall be made to the offeror whose quote offers the lowest priced, technically acceptable offer to the Government. The project is to plant 5.27 acres of native trees. This project will assist the park with re-establishing historic woodland areas present during the post-battle era following July 1st-4th, 1863. This project will rehabilitate an important landscape feature(s) from its present appearance of crop fields, to its historic appearance as woodlands, which are significant to interpreting the battle. Seedlings must be kept in the shade at all times by the planters.2.Planters must carry seedlings in planter's bags with no more trees in hand than can be planted without the fine roots (< 1/16 inch) becoming dry before planting.3.Seedlings in shipping bundles, packages, and in planters tree bags must be kept moist at all times.4.Seedlings must be planted when the soil is unfrozen and air temperatures above 25 degrees Fahrenheit.5.Planting must be done using a KBC bar or hoe-dad planting bar in the described vegetation plots.6.NPS will provide seedlings that have roots that can be properly planted in the planting KBC bar or hoe-dad planting bar created hole. No root pruning by the planters will be permitted. 7.Main root must be placed in the planting hole so that it is straight with no more than a 10% curve or "J" at the tip.8.Roots cannot be beaten or otherwise damaged.9.Root systems must be naturally arranged in the planting hole with no twisted or balled arrangement.10.No more than one air pocket per hole. Maximum air pocket is 8 cubic inches.11.Seedlings with straight stems must be planted with 20% of vertical in all directions. Seedlings with curved or crooked stems must be within 40% vertical.The degree to which the contractor meets the planting specifications will be determined by excavating randomly selected seedling. Evaluations will be made through out the planting by park personnel in the presence of and verified by the contractor. Description of how the containerized seedlings are to be planted: 1.Prune broken and badly damaged roots. The angle of the cut should be at 45 degrees.2.Excavate a wide and shallow hole with tapered sides, roughly twice the width of the container tree. Dig the hole only deep enough to cover the roots, but not the root flare. The root flare will be planted at the original ground contour and no more than 1"higher then the original ground contour. All containers must be removed entirely from stock.3.The roots of the trees must spreading bare roots equally and outward around the base of the hole. The root mass, if badly girdled will be slice vertically 2-3 times with a sharp knife. Root systems must be naturally arranged in the planting hole with no twisted or balled arrangement.4.Holding the trunk straight and plumb, backfill around the tree, and tap soil to remove air pockets. If needed, top soil should be added to fill the hole after settling has occurred. The top soil will be supplied by the contractor.5.Seedlings must be planted when the soil is unfrozen and air temperatures above 25 degrees Fahrenheit.6.Seedlings with straight stems must be planted with 20% of vertical in all directions. Seedlings with curved or crooked stems must be within 40% vertical.7.The degree to which the contractor meets the planting specifications will be determined by excavating randomly selected seedlings. Evaluations will be made through out the planting by park personnel in the presence of and verified by the contractor. Supervision An English fluent supervisor must be present on-site at all times when the trees are being planted. Contract Dates Contractor will start planting as soon after as possible when the seedlings are available and the planting will be completed within 7 days after starting. A contract extension may be granted on a written request based on reasons beyond the control for the contractor.
