- NASA/GSFC intends to issue a sole-source bridge contract to Capitol TechnologyServices, Inc. (CTSI) pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, insupport of NASAs Goddard Space Flight Center (GSFC) Management Operations Directoratefor the Facilities Operations and Maintenance Services (FOMS) requirement. This procurement will provide a bridge contract for a period of up to 17 months from May12, 2010 through October 11, 2011, to allow for the continuation of facilities operationsand maintenance services until the follow-on competitive procurement is awarded. Thisbridge contract will be a Cost Plus Fixed Fee (CPFF) Indefinite Delivery IndefiniteQuantity (IDIQ) type contract.The competitive follow-on procurement is currentlyon-going. This bridge contract is necessary in order to allow for the continuation of theseservices for up to seventeen months in order to avoid disruption to NASA/GSFC facilitiesoperations and maintenance services. GSFCs need for these services is to ensure programcontinuity and critical mission support and to avoid significant technical impacts toGSFC programs.In accordance with 6.302-1(a)(iii), for DoD, NASA, and the Coast Guard, services may bedeemed to be available only from the original source in the case of follow-on contractsfor the continued provision of highly specialized services when it is likely that awardto any other source would result in unacceptable delays in fulfilling the agencysrequirements.CTSI as the incumbent, is the only responsible source qualified to perform thisrequirement during this interim period due to its combined training, experience andexpertise to provide uninterrupted continuation of mission critical support.The anticipated contract award date for the follow-on contract is May 1, 2011.The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government does not intend to acquire acommercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 3:30 p.m. EasternStandard Time (EST) on May 4, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.
