THIS IS A PRE-SOLICITATION NOTICE Title: P146 ORDNANCE MAGAZINES, MCAS CHERRY POINT, NORTH CAROLINA and P148 MISSILE MAGAZINE, MCAS CHERRY POINT, NORTH CAROLINA Solicitation Number: N40085-10-R-5315Notice Type: Synopsis NAICS: 236220, Limits of $33,500,000 The Naval Facilities Engineering Command, Mid-Atlantic is seeking SMALL BUSINESS firms capable of performing Design-Bid-Build construction for two projects, P-146 Ordnance Magazines and P-148 High Explosive Weapons Magazines at the Marine Corps Air Station (MCAS) Cherry Point, North Carolina area. The magnitude of these construction projects will be between $10,000,000 and $25,000,000. This competition is 100% SMALL BUSINESS SET-ASIDE. The appropriate NAICS Code is 236220. This is a Design-Bid-Build, Lowest Price Technically Acceptable (LPTA) solicitation. Construction shall satisfy the requirements for two projects, P-146 Ordnance Magazines and P-148 High Explosive Weapons Magazines. Both project sites are established on adjacent land parcels, but not directly accessible to each other; existing roads are currently used. All construction work will be accomplished within base security-controlled confines of the weapons storage area at the Marine Corps Air Station (MCAS) Cherry Point, North Carolina. All work shall be performed strictly in accordance with specified MCAS operating procedures, and shall result in the approved construction of those elements prescribed in Naval Facilities Engineering Command's P-146 and P-148 project specifications and design drawings. P-146 Construction Elements:Construction consists of 3 ordnance magazines (Oval-Arched FRELOC-Stradley Type) and a loading dock with wide concrete aprons for large sized trucks at their approaches. A new reinforced concrete access road, approx. 1000ft long, will link two existing low traffic roads, whereas the loading dock will be at one intersection with the new ordnance magazines built mid-span between intersections. The ordnance magazines will be single-story, earth and vegetation covered, and features the heavy use of steel reinforcement. Magazine foundations include pile foundations. Special magazine features include grounding of all concrete reinforcement, an intrusion detection system (IDS), telecom, power, lightning protection and grounding with air terminals, interior and exterior lighting, perimeter rainwater drainage features, elevated construction requirements for entrance blast doors, a single steel ventilator per magazine, and waterproofing. The loading dock will be constructed of reinforced concrete. Special loading dock features include special surcharge construction requirements, embedded steel handrails, and a steel dock leveler. Paving and site improvements include vegetation clearing and removal, service roads, earthwork, grading, drainage, fencing, exterior site lighting and all associated site work. Special site features include 24" diameter reinforced concrete pipes at two locations under the new concrete road, erosion and sediment control measures, fencing, swales, and BMPs. P-148 Construction Elements:Construction consists of 2 high explosives weapons magazines (Type-E) with wide concrete aprons for large-sized trucks at their approaches. An asphalt access road, approx. 500ft long, will link the two magazines to an existing low traffic road. The magazines will be single-story, earth and vegetation covered, and features the heavy use of steel reinforcement. Magazine foundations include the extensive use of pile foundations. Only one magazine will include the use of concrete masonry partitions. Special magazine features include grounding of all concrete reinforcement, an intrusion detection system (IDS), telecom, power, lightning protection and grounding with air terminals, interior and exterior lighting, perimeter rainwater drainage features, elevated construction requirements for entrance blast doors and their motorized drivers, three steel ventilators per magazine, and waterproofing. Paving and site improvements include vegetation clearing and removal, service roads, earthwork, grading, drainage, fencing, exterior site lighting and all associated site work. Special site features include erosion and sediment control measures, fencing, swales, and BMPs. The project construction period is 557 calendar days. The approximate Solicitation Release Date is June 2010, and will be posted on the NECO and FedBizOps websites.
