- Description
- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to issue a Firm Fixed Price contract on a full and open competition basis. This acquisition is for the procurement, installation, and training of a 1000 cubic feet water volume (CFWV) net gaseous High-Pressure Air Storage Vessel at the NAWCWD T-Range which supports both aero-thermal and air-breathing engine testing. The vessel shall be National Board Registered and American Society of Mechanical Engineers (ASME) code stamped per Boiler and Pressure Vessel (BVP) Code Section VIII, Div I. The vessel shall be horizontally mounted, cylindrical type, single wall construction with hemispherical heads. The maximum working pressure shall be 3000 psia. The design temperature shall be 130 degrees F to -20 degrees F for the gaseous air storage vessel. The stored air has a dew point of +40 degrees F and the corrosion allowance shall be a minimum of 2mm. The maximum gaseous air demand rate from the vessel is 60 pounds per second. External surface preparation should include an abrasive blast to remove scale, application of rust inhibitor primer, and coating with a topcoat. The color of the vessel will be a gloss white. After all inspections have been performed and passes and before shipment, the contractor shall clean the vessel for gaseous air service to a level of 300 A for particulates and non-volatile residue as defined in the Institute of Environmental Sciences and Technology Standard, IEST-STD-CC1246D, "Product Cleanliness Levels and Contamination Control Program." Specific information to include detailed specifications shall be included in the Request for Proposal (RFQ) / Solicitation Number N68936-10-T-0118 to be issued and posted to Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://fbo.gov on or about 14 May 2010 and will close 30 days after the RFQ issue date. This acquisition is for a commercial item and will be conducted using FAR Part 12 and 13.5. Delivery requirements shall be F.O.B Destination China Lake, CA. Award is anticipated for September 2010. All responsible sources may submit a written quotation which shall be considered by the Agency. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 210000D, Attn: S. Tang, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.bpn.gov/ccr/default.aspx. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the CCR database.
