- Justification and Approval J&A6.302-1 The Naval Air Systems Command, PMA-202 Aircrew Systems Program Office of Patuxent River, has negotiated and awarded a sole-source, firm fixed-price modification under Contract no. N00019-06-C-0059 with Cam Lock, LTD, to procure Respirator Assemblies, Helmet Attachment Kit Helo, and Disposable Batteries in support of Chemical/Biological requirements. Cam Lock, LTD is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support this system. Cam Lock, LTD is the sole qualified designer, developer, and manufacturer of these Chemical Biological Radiological (CBR) respirator assemblies and as such is the only company that possesses the requisite knowledge, technical expertise, production tooling, facilities, logistics support capability, engineering drawings and technical data to perform this effort. Cam Lock owns all the rights in data to the CBR respirator assemply. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
