Description
This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided for planning purposes only related to the Technical Data Package (TDP) and a future acquisition strategy for this item. All information submitted will be held in a confidential status. The U.S. Army Contracting Command, Rock Island Contracting Center, is interested in obtaining industry input on a recently closed solicitation and the associated TDP. A full & open competition Request for Proposal W52P1J-10-R-0053 closed on 6 April 2010 and no proposals were received by the Government for the solicited item: DODIC: M670, NSN: 1375-00-028-5246, Fuse, Blasting Time: M700. The fuse is used in military demolitions to ignite nonelectric blasting caps. The burning rate of the fuse permits the operator to ignite the fuse and reach cover before detonation. The fuse is similar to and interchangeable with standard safety fuse. The fuse consists of a continuous delay of black powder, tightly wrapped and enclosed by an inner cover of jute yarn conterwound with cotton yarn, and covered by a thin cover of bitumen which in turn is covered on the outside by an extruded plastic sheath. The fuse is olive drab with a yellow single band inches wide every 18 inches and a double yellow band every 90 inches. The burning rate is 36 to 44 seconds per foot. The solicitation for a firm fixed price, five year, indefinite-delivery indefinite-quantity (IDIQ) Contract, was to be evaluated on a best value basis. A resultant contract would have been on F.O.B. Destination basis with a guaranteed minimum quantity of 200,000 FT. The RFP included Technical Data Package Listing (TDPL) MIL-F-45144:19200 with revisions in effect as of 20 July 2009, and the engineering exceptions cited in Section C of the solicitation. This updated TDPL included updated testing requirements and new MIL-DTL specification, among other changes and updates. The Government is very interested in obtaining industry input on the updated TDPL. Specifically, certain TDP requirements that precluded your firm from providing a proposal for the solicitation; and any alternate materials, construction methods, testing methods, etc. that would enable you to meet TDP requirements and give your firm interest in a further RFP. For companies that would have been interested in this solicitation if TDP exceptions were considered, it is requested that you provide specific TDP requirements you were unwilling or unable to meet, along with the specific reasons and justification for each. For each TDP requirement to which you cite an exception, it is also requested that you provide any suggested or proposed alternates to the requirements, along with previous manufacturing history or other supporting data to demonstrate the acceptability and effectiveness of suggested alternates/changes. Please note that any changes impacting form, fit, and function will not be considered. Any previously or potentially interested companies should respond by providing the government the specific information requested above, along with the following: any other changes or re-structuring of the solicitation that would allow your firm to provide a proposal, along with the justification and specific reasons for each, a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it related to the above criteria) and availability. Interested companies should provide minimum and maximum production capacity of the item (and if manufacturing resources are shared with other item/production lines). Additionally, it is requested you provide the Minimum Procurement Quantity (MPQ) required for economical production. Interested parties have 30 calendar days from the date of this publication to submit information related to the recently closed M700 solicitation.
