- The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for TV ratings data from AC Nielson Indonesia commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The authority for negotiating on a sole-source basis with AC Nielson is made under authority of 41 U.S. C. 253(c)(1) and Federal Acquisition Regulation 6.302-1, which provides for limiting competition from only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 541910. This Solicitation Number BBG50-Q-10-0037 is issued as a request for proposal (RFQ) that will result in a single award of a firm fixed price contract. The government reserves the right to make an award on the initial proposal without discussions of this procurement. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price purchase order; FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008); FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Oct 2008) ITEM 0001 - Q1 and Q2 2010 TV ratings data from AC Nielson Indonesia. Data delivered in electronic form via FTP. Questions must be submitted in writing to the Contract Specialist at the email address or facsimile number provided at the end of this notice. Please note that the deadline for submission of questions by 12:00 p.m., Eastern Time on April 16, 2010. Questions must be submitted in writing by email to: dsturgis@bbg.gov. Proposal shall be submitted as an original and two copies must be sent via courier or overnight delivery prior to the deadline. Proposal should be addressed to ATTN: Diane Sturgis, Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 4007, Washington, DC 20237 by 5:00 p.m., Eastern Time on April 19, 2010.
