Description
The U.S. Department of Labor is seeking qualified contractors that can provide technical assistance to state teams to develop and cultivate partnerships, align resources, and promote the adoption of regional workforce sector strategies, focusing on the needs of the healthcare sector and the manufacturing sector. We are looking for firms that qualify under the Small Business Program mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate all programs under which you meet the criteria. The proposed acquisition will be classified under the North American Industry Classification System (NAICS) Code 541611, and the Small Business Standard is $7 million. The Employment and Training Administration (ETA) administers federal government job training and worker dislocation programs, federal grants to states for public employment service programs, and unemployment insurance benefits. These services are primarily provided through state and local workforce development system. ETA supports the publicly funded workforce system by developing training, policy guidance and technical assistance to enable high quality services to workforce system dual customers, which represent job seekers and employers. The primary goal of this technical assistance effort is to assist the state teams in developing stronger and more productive partnerships between organizations and institutions within their states, leading to better alignment among programs, funding streams, and policies that promote the implementation of regional workforce sector strategies that support healthcare and manufacturing, respectively. Technical assistance will be provided to two groups of state teams: 1) 8-10 state teams of approximately 10 members each, focused on the healthcare sector; and, 2) 8-10 state teams of approximately 10 members each, focused on the manufacturing sector. The state teams will include high-level decision-makers from: the public workforce system, the private sector, the small business community, the education system, and other organizations that support the workforce of the healthcare sector or manufacturing sector. The contractor may perform the following tasks: • Conducting an application process to select the two groups of state teams; • Developing agendas and training materials for virtual and in-person training sessions; • Implementing online collaborative workspaces to share information among state team members; • Providing virtual technical assistance to prepare the teams for in-person training; • Managing the logistics, providing on-site event support and facilitation, and providing post-event support for two "Partnership Institutes," one including state teams focused on healthcare and the other including state teams focused on manufacturing; • Coordinating and reporting on follow-up activities of designated state team facilitators, who will assist the state teams in implementing plans identified during the Partnership Institutes; and, • Identifying philanthropic, nonprofit, and/or private organizations that may provide funding and support to sustain the activities of the state teams beyond the end of the contract. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor's demonstrated experience with the following: 1. Demonstrated experience in preparing a variety of technical assistance materials, outreach materials, curricula for virtual and in-person training, materials for meeting facilitation, and other relevant communication documents that may require graphic art and design; 2. Demonstrated experience in coordinating meeting logistics for conferences of similar size and scope to the Partnership Institutes described above; 3. Strong research, analysis, writing, presenting, and facilitating skills, with the ability to communicate clearly and concisely with the workforce development community, and high-level state officials and their representatives. 4. Working knowledge of the allied health and manufacturing sectors, with an understanding of the workforce training and education needs and challenges relevant to each; 5. Existing networks of business contacts within: allied health and manufacturing employers and industry organizations, public entities and private organizations focused on workforce sector strategies, state education systems, the public workforce system, and philanthropic organizations; 6. Working knowledge of workforce development and training programs and concepts, including state and local policies and operations of the public workforce system; and, 7. Proficiency in Microsoft Office, including, Word, PowerPoint, and Excel, with the ability to produce and deliver professional-quality presentations and documents. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
