Description
The U.S. Department of Labor is seeking qualified contractors to support the Employment and Training Administration's (ETA) Office of Workforce Investment (OWI) in providing comprehensive technical assistance to the green jobs competitive grants awarded under the American Recovery and Reinvestment Act of 2009 (the Recovery Act). ETA is looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate all programs under which you meet the criteria. The proposed acquisition will be classified under the North American Industry Classification System (NAICS) Code 541611, and the Small Business Standard is $7 million. The goal of ETA's comprehensive technical assistance plan is to support real-time process improvement that advances grantees' ongoing work and ultimately results in more participants trained and placed into employment using quality training programs. This approach also allows flexibility to make adjustments in support of the Administration's priorities in green jobs, health care and other emerging industries. The majority of resources in this technical assistance approach will focus on the more than 200 Recovery Act training grants that have been awarded to a diverse pool of organizations ranging in size and varying levels of experience in effectively managing a Federal grant. These organizations include State and local workforce investment boards, community colleges, labor-management organizations, and community and faith-based organizations. Throughout the life of the Recovery Act grants, the contractor will be responsible for providing technical assistance and delivering a variety of products for grantees, with the majority of resources to be focused on grants engaged in training activities. Activities undertaken as part of this contract include, but are not limited to: hands-on and virtual technical assistance such as convening large-scale meetings; providing industry-specific expertise and intensive workforce development assistance; planning and delivering virtual learning events and webinars; conducting data and information collection, categorization, and dissemination activities; developing procedural guides and reports; and providing briefings to executive-level federal staff. The contractor must be able to develop and implement an appropriate, rigorous, and feasible project design that is responsive to the technical assistance needs of the 244 Recovery Act grantees. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor's demonstrated experience with the following: (1) Possessing pertinent knowledge and skills related to workforce issues in specific industries, general operations of education and training programs, and an understanding of grant policies and procedures to develop and deliver products for Recovery Act grantees; (2) Providing intensive onsite coaching to grantees to diagnose strengths and weaknesses, and ensure the success of the program. This targeted technical assistance may include topics such as: (a) recruiting and training targeted populations; (b) building and maintaining strategic partnerships; (c) training program design and implementation; (d) sustaining grant activities in the absence of Federal funding; (e) program and financial management; and (f) attaining performance outcomes; (3) Analyzing grantee quarterly report data and developing customized technical assistance that is responsive to identified needs; (4) Collecting information from Federal grantees to support the publication of reports, newsletters, resource maps, and fact sheets; (5) Developing a workplan, agenda, technical assistance materials, and event support for grantee meetings tailored to the specific grantee subject matter and content needs identified by the contractor; (6) Designing and conducting virtual learning events targeted at Federal grantees on a wide range of technical assistance topics; (7) Establishing direct relationships with Federal grantees to support data collection, categorization, and dissemination activities for grant products and successes; (8) Analyzing Federal grantee statements of work to identify potential grant products and managing the peer-review of grant products for broad dissemination; (9) Developing, managing, and maintaining industry sector-specific online collaborative workspaces for Federal grantees; (10) Serving as the primary or lead presenter in oral briefings to executive-level staff of Federal agencies, State governments, and grantees; (11) Demonstrated ability to staff contracts with individuals with industry and workforce development expertise; and (12) Demonstrated capacity to undertake and manage simultaneously, several medium to large scale technical assistance efforts (as described in the factors above) through the application of existing staff and multiple sub-recipients. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
