Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number N68335-10-T-0116 is issued as a full and open request for quote (RFQ). (iii) The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-38. (iv) This solicitation and requirement will be procured on a competitive full and open basis. The North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. (v) Contract Line Item Numbers (CLINs) are as follows: CLIN 0001: Ultrasonic 5-Step Block, quantity of 6 each with case. CLIN 0002 (OPTION): Ultrasonic 5-Step Block, quantity of 259 each with case. This procurement will be procured utilizing salient characteristics, all offers meeting or exceeding the technical specifications will be evaluated. Award will be made to the lowest priced, technically acceptable offeror. (vi) The salient characteristics are as follows: The Test Block is a 5-step thickness measurement block used for aligning the Ultrasonic Flaw Detector (UFD) for thickness gauging. A certificate of compliance to the specification shall be shipped with the Test Block. The measuring standards and test equipment used in manufacturing are traceable to the National Institute of Standards and Technology (NIST). Specifications: Material: 1018 carbon steel Length: 3.75 inches Width: 0.75 inches Length of each step: 0.75 inches Height: Total five steps, starting at 0.500 inches down to 0.100 inches. In increments of 0.100 inches. Tolerance of each step height is +/-0.00038 inches, all other dimensions are nominal Transit case: Wooden, manufactured in best commercial practice Markings on the Test Block shall identify at a minimum the part number, material, and step dimensions (vii) All items shall be preserved, packaged, packed, and marked in accordance with best commercial practices. The quantity of 6 Ultrasonic 5-Step Blocks under CLIN 0001shall be delivered no later than 30 days after date of contract. If CLIN 0002 is exercised, the Ultrasonic 5-Step Blocks delivery shall commence 30 days after exercise of option at a rate of 130 per month. Inspection and Acceptance is at Source. Units are to be shipped FOB origin (TAC N826) to Kennewick, WA 99336 (Full address to be provided at time of award). (viii) Offerors must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. Addendum to FAR 52.212-1: All offerors competing for award are required to provide Descriptive Literature along with their price. The descriptive literature is required to establish, for the purpose of evaluation and award, details of the product the offeror proposes to furnish. Technical acceptability will be based on comparison between the descriptive literature and the Salient characteristics stated above. Offeror is also to provide the terms of commercial warranty of at least 1 year(s). (ix) FAR 52-212-2, Evaluation – Commercial Items is incorporated by reference. Addendum to FAR 52.212-2 Para (a) Award will be made to the lowest price, technically acceptable offeror. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items and DFARS 252.212.7000 Offeror Representations and Certifications – Commercial Items (Nov 1995) with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions – Commercial Items is incorporated by reference. The resulting contract will be firm fixed price (FFP). (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; the following provisions apply: 52.219-28, Post Award Small Business Program Representation, 52.222-3, Convict Labor, 52.222-19, Child Labor—Cooperation with Authorities and Remedies, 52.222-21, Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity, 52.222-36, Affirmative Action for Workers with Disabilities, and 52.225-13, Restrictions of Certain Foreign Purchases. In addition to the above, the following FAR and DFARS clauses apply to this acquisition: 52.217-7, Option for Increased Quantity – Separately Priced Line Item, Fill-in: CLIN 0002 may be exercised from time to time in whole or in parts from the date of award through 365 days; and Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items which includes the following clauses: 252.225-7001, Buy American Act and Balance of Payments Program, 252.225-7021, Trade Agreements, 252.232-7003, Electronic Submission of Payment Requests, and 252.247-7024, Notification of Transportation of Supplies by Sea. (xiii) Additional requirements. Warranty: The offeror’s commercial warranty of at least one year shall apply. (xvi) Offers are due not later than 4:00 PM EST, Monday 19 April 2010, at the Naval Air Warfare Center Aircraft Division Lakehurst, Attn: Code 25212GG, Gianna Gatto, Hwy 547, Bldg. 562-3, Lakehurst, NJ 08733-5082.
