- Washington Headquarters Service, Acquisition and Procurement Office, on behalf of the Office of the Under Secretary of Defense, Acquisition, Technology and Logistics (OUSD, AT&L), Office of the Director, Facilities Energy (FE), intends to award a sole source contract to RAND Corporation, a Federally Funded Research and Development Center (FFRDC), under the authority of FAR 6.302-3. Under this contract, RAND will provide research and analytical support for a feasibility study on the development of nuclear plants on military installations. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement by 7 A.M. EST, 4 May 2010 by e-mail to robin.castoldi@whs.mil. A determination by the Government not to compete the development based upon responses to this notice is solely within the discretion of the Government. The Government reserves the right to cancel the Sole Source award. The cancellation notice will be posted on FedBizOps.
