Description
The following questions have been answered regarding request for proposals for the West Bank - Rawabi Tertiary Treatment Facility and Wastewater Reuse Feasibility Study 1. Would participating in this tender affect future chances of competing for the delivery of the solution? Answer: No. The Grantee imposes no restrictions on an Offeror that participates in the USTDA-funded Technical Assistance that would restrict subsequent participation in the ICT infrastructure project. 2. [Does an Offeror] need to register as an interested vendor in the USTDA site? Answer: Offerors do not need to register on the USTDA website in order to submit a proposal. The RFP will contain full requirement details for proposal submission. 3. A question has been asked about the application of USTDA's nationality provisions to the US$30,000 in cash being provided by the Grantee to cover costs incurred to complete the Terms of Reference. Answer: For the purposes of the USTDA Nationality, Source and Origin Requirements, the following shall apply with respect to the amount of US$303,772 of funding for this Feasibility Study that is being provided in cash: (i) The Contractor shall be either a U.S. firm or U.S. consultant; (ii) At least US$219,017.60 shall be used for the U.S. Contractor and/or U.S. subcontractors; (iii) Up to US$54,754.40 (20% of the USTDA Grant amount) may be used for West Bank subcontractors; provided, however, that any portion thereof not used for West Bank subcontractors shall be used for the U.S. Contractor and/or U.S. subcontractors; and (iv) US$30,000, which will be provided by the Grantee in cash, shall not be subject to the USTDA Nationality, Source, and Origin Requirements and may be used for the U.S. Contractor, U.S. subcontractors, West Bank subcontractors, and/or third-country subcontractors.
