- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. The solicitation document number is RFQP05161000010and the solicitation is being issued as a request for quote (RFQ). This solicitation is a 100% total small business set-aside and the NAICS code is 423720 and the applicable small business size standard is 100 employees. The Government intends to make a single award with firm fixed price. Award will be to the responsible bidder who submits the most advantageous offer to the Government based on price. The RFQ incorporates the following provisions and clauses that are in effect through Federal Acquisition Circular 2005-38. FAR Clause 52.212-1 Instructions to Offerors-Commercial Items (SEP 2006), subsection (a), (b), (f), (g), (j), and (k) applies. Clause 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2006), Clause 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2007), Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items(NOV 2006), subsection (b) 1,3,7,14-19 applies. Be advised the Contracting Officer will verify registration in the Central Contractors Registration Database (www.ccr.gov) prior to award by entering the DUNS number. Failure to complete the registration may result in elimination from consideration for award. Special Solicitation Provision Incorporated by Reference: 52.211-6 Brand Name or Equal (AUG 1999) General Requirements/Specifications: 1.) Provide two (2) Turbopower gas packaged water heater, PVI Model #875 N 250 A-TP(EQV.), Energy input will be 700,000BTU/H, LP Gas, Storage capacity of 250 gallons, ASME Rated tank, Tank Lining will be Nickleshield, Ten Year Warranty on tank, 6" Flue Outlet, with Rear access, Factory will need to derate Model 1000 to operate at output of 875. 2.) Provide one (1) Turbopower gas packaged water heater, PVI Model #1500 N 300 A-TP, Energy input will be 1,200,000 BTU/H, LP Gas, Storage capacity of 300 gallons, ASME rated tank, Ten year warranty on tank, must meet TECQ requirements for Control of Nitrogen Oxides, 8" Flue Outlet, with rear access. 3.) Provide one (1) Turbopower packaged water heater, nickelshield lined storage tank, PVI Model #375 P 250 A-TP, Energy input will be 300,000 BTU/H, LP Gas, Storage capacity of 250 gallons, ASME Rated Tank, Tank Lining shall be polyshield, Ten year warranty on tank, 4" Flue Outlet, with rear access. The above listed equipment must be compatible with direct connect access to existing vent, water and gas connections. Equipment must have rear heat exchanger/tank access with 23" diameter(when not standard.) Nickel plated tank with 10 year warranty, 5 year turbopower heat exchanger warranty, 1 year cost free service policy, verified thermal efficiency of 83% when tested to water heater standard ANSI Z21.10.3 and 86% when tested to finned tube boiler standard ANSI Z21.13 ASME stamped for 150 PSI operating pressure. Contract Pricing: Contract pricing shall include all charges to the Government for the LP Gas water heaters required by this solicitation. Price should include all standard equipment, factory-start up and freight to the job site. The Government reserves the right to award without discussion. Therefore, the initial quote should contain the offerors best pricing. The quotes shall be submitted on company letterhead including the company DUNS number, the price of each water heater, and the shipping cost. A resultant contract will be a firm-fixed price type contract. It is anticipated that contract award resulting from this solicitation will be made approximately April 23, 2010. The place of acceptance for the products is at the destination of FCI Three Rivers, Hwy 72 West, Three Rivers, Texas 78071. All quotes must be received at the Federal Bureau of Prisons, Federal Correctional Institution- Three Rivers, P.O. Box 4000, Three Rivers, Texas 78071, no later than 2:00 p.m. local time on Wednesday, April 21, 2010. Faxed quotes will be accepted as well to the attention of Melina Johnson, 361-786-5061.
