Description
The Olympic National Forest, Washington, intends to acquire by contract helicopter transport of approximately 2500 tree trunks, with root wads attached. Trees will be pushed over in a pattern to facilitate extraction by helicopter. Tree size ranges from 6 to 30 inches at diameter breast height (dbh). Project trees are in second growth timber stands. Project trees are clustered to create 17 acres of gap openings within a 115 acre timber stand. Project is located within the North Fork Skokomish and South Fork Skokomish watershed in Sections 14, 15 & 24, T.22N, R5W. Access is from Forest Service Road Nos. 2340 and 2340-200. Contractor shall coordinate with company awarded the contract to push over, limb and buck trees to create a falling pattern for efficient helicopter transport. Period for performance is from July 01, 2010, to July 15, 2010. Project Manager is Mr. Marc McHenry, 360-765-2231.. The government will proceed to issue a solicitation for a commercial service as a Request for Proposals, under FAR Part 12. This acquisition is 100 percent set-aside for small business concerns. Small business category is 481212 – Nonscheduled Chartered Freight Air Transportation, with a size standard of 1500 employees. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government Service Contract Act wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about April 27, 2010. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
