Description
Gamma Spectroscopy Systems Sole Source Letter This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. The proposed contract action is being solicited on a sole-source basis to Canberra Industries, Inc. Competition is being limited under authority FAR part 13.501(a)(2)(i); see attached sole source letter. Offers shall be evaluated based on the factors contained in the solicitation and award will be made based on the offer which is most advantageous to the Government (i.e., best value). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-39 (effective 19 April 2010) and Defense Federal Acquisition Regulation Supplement (DFARS), change notice 20100408. It is the offerors responsibility to be familiar with all applicable clauses and provisions. FAR 52.212-1, Instructions to Offerors-Commercial FAR 52.212-2, Evaluation-Commercial Items. Technical Capability will be evaluated by how well the proposed product meets the government requirement instead of pre-determined sub-factors. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal. The requirement is for the following: 1 each Gamma Spectroscopy System to include: 1 each-BE3820 High Purity Germanium Detector 1 each-7500 SL Assembly 1 each-Cryo-Cycle for 7500 SL or 7500 Cryostat 1 each-Lynx-Digital Signal Analyzer 1 each-Apex Gamma Desktop License 2 each Gamma Spectroscopy System to include: 2 each-GC4018 High Purity Germanium Detector 2 each-7500 SL Assembly 2 each-Cryo-Cycle for 7500 SL or 7500 Cryostat 2 each-Lynx-Digital Signal Analyzer 1 each Gamma Spectroscopy System to include: 1 each-GC6020 High Purity Germanium Detector 1 each-7500 SL Assembly 1 each-Cryo-Cycle for 7500 SL or 7500 Cryostat 1 each-Lynx-Digital Signal Analyzer 1 each Gamma Spectroscopy System to include: 1 each-GCW4022 Germanium Well Detector 1 each-Germanium Crystal 1 each-7500 SL Assembly 1 each- 2002 CSL PreAmp 1 each-FET Assembly 1 each-2002 PreAmp 10Ft. Cable Set 1 each-Cryo-Cycle for 7500 SL or 7500 Cryostat --Internally selectable power 110, 115, or 220-240 VAC, 50/60 Hz --5 yr prorated warranty 1 each-Lynx-Digital Signal Analyzer --DSP based pulse processing --32,000 channel spectral memory --3 range high voltage power supply --Ethernet and USB interfaces --PHA, MCS Multispectral Scaling and Time Stamped List Modes --Advanced Auto Pole/Zero, Base Line Restorer and Digital Stabilization controls --Integrated Web Server 1 each-767 Shield Final Assembly The NAICS code is 334516; the size standard is 500 employees. The type contract anticipated is firm-fixed price. This procurement is being processed under FAR part 13.5, Test Program for Certain Commercial Items in conjunction with FAR Part 12, Acquisition of Commercial Items. This award is expected to exceed the maximum Simplified Acquisition threshold of $100,000. A due date for offers will be 4:00 p.m. Central Standard Time, 29 April 2010; anticipate award 17 May 2010.
