Description
NASA intends to award a sole-source contract extension to the Northrop GrummanSpace and Mission Systems contract pursuant to 10 U.S.C 2304(c)(1), Only One ResponsibleSource, in support of Goddard Space Flight Centers (GSFC) Independent Verification andValidation (IV&V) Program. The NASA IV&V Programs mission is to provide independentsoftware assurance to the agency, using systems engineering and software engineeringanalyses, on the safety critical and mission critical functions of selected NASA (andothers) missions. This procurement is to extend Contract NNG05CB17C for an additionalperiod not to exceed 18 months, comprised of a base extension of 12 months and two3-month option periods. No increase will be made to the IDIQ maximum ordering value. Due to changes made to the IV&V program, the period of performance for this award isnecessary to allow additional time while technical requirements are being finalized anduntil the competitive follow-on contract is awarded. This extension will allow for acontinuation of current task orders issued, for modifications to existing task orders,and for new work until the IV&V competitive follow-on contract is in place. The contractextension is necessary in order to ensure program continuity and critical mission supportand to avoid significant technical impacts to the IV&V program. An interruption andrestart of this effort, with a new contractor that is unfamiliar with the specificrequirements of NASAs IV&V program, would greatly jeopardize the success of NASAs IV&Vmission. Therefore, an extension of the current contract to allow for incorporation ofthese key scope decisions into the development of the re-competition strategy representsthe only practical alternative. Northrop Grumman, as the current incumbent, has thecombined training, experience, and expertise to provide uninterrupted continuation ofmission critical support. Due to the time and substantial duplication of costs involvedin procuring and phasing in another contractor, Northrop Grumman is considered the onlycontractor that can meet GSFCs needs given the short period of performance for theextension. Interested organizations may submit their capabilities and qualifications toperform the effort in writing, via e-mail, to the identified point of contact not laterthan 4:30 PM EDT on May 4, 2010. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government. Oral communications are not acceptable inresponse to this notice. All responsible sources may submit an offer which shall beconsidered by the agency. An Ombudsman has been appointed.
