Authority: 10U.S.C. 2304(c) (1), Justification: supplies (or Services) required areavailable from only or a limited number of responsible sources(s) and noother type of supplies or services will satisfy agency requirements.The proposed contract action is for supplies and services for which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under the authority of FAR 6.302. The solicitationwill identify the office where additional information can be obtainedconcerning qualifications requirements as cited in each individualsolicitation. Note: An Ombudsman has been appointed to hear concerns from offerorsor potential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. All proposals received within 45days after date of publication of this synopsis will be considered bythe Government. A Determination by the Government not to compete thisproposed contract based upon responses to this notice is solely withinthe discretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. Award will be made only if the offeror, the product/service, or themanufacture meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. Itis suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications,plans, or drawings relating to the procurement described are incompleteor not available and cannot be furnished by the Government. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. New/Unused Government surplus J85 engine parts shall be considered forprocurement by the USAF only if they meet the following requirements:1) Parts shall be new and unused Government surplus, 2) Parts shall benew Commercial surplus, 3) Part number and manufacturing verificationshall be required and 4) Prior government ownership verification isrequired on government surplus parts. 19.UID: If unit price exceeds $5,000.00 then UID requirements willapply. 20.
