Description
NASA/JSC has a requirement for Thermal Gravimetric/Differential ScanningCalorimeter.NASA/JSC intends to purchase the items from Netzsch Instruments, North American LLC.The thermal gravimetric/differential scanning calorimeter will be critical in providinghigh quality thermal and evolved gas analysis of materials that will assist in theinterpretation of the Sample Analysis on Mars (SAM) evolved gas data. This procurementwill upgrade instrumentation to more closely mimic instrumentation that will operate onMars. In order to mimic the Mars environment, the analyzer must possess the followingcapabilities: 1. The analyzer shall contain a protective tube for silicon carbide (SiC) furnace inorder to protect against corrosive gases potentially released by an analyzed material.2. The analyzer shall demonstrate a sample volume space of 40 cm3 or less to allow forimproved synchronization between the thermal and evolved gas data. 3. The analyzer shall demonstrate the ability to hold pressures as low as 10-4 millibar(mbar). The Netzsch Analyzer Systems is the only analyzer that can meet NASA's requirements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 1:30 p.m. local timeon April 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
