Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The contractor shall provide a cultural immersion and undergraduate-level social studies program in China/Mongolia, Egypt, and Senegal/the Gambia in accordance with curriculum guidelines and objectives of FMSO (Curriculum guidelines are contained in section 3.4). The program will be conducted for a group of 24 U.S. Army (ROTC) cadets, 6 U.S. Army Cadet Command Officers and up to 6 U.S. government civilian personnel for a total of up to 36 persons, with approximately 12 persons traveling to each country. The majority of the program shall take place in and around (1) Beijing, China/Ulaanbaatar, Mongolia; (2) Cairo, Egypt; and (3) Dakar, Senegal/Banjul, the Gambia, with day trips and overnight trips in each curriculum. The program will include sessions with corresponding local excursions to reinforce the curriculum, with total academic content (including lectures, language orientation, and excursions) normally expected to last 8-10 hours per day total. The contractor will direct the program toward the needs of adult cultural immersion, current events, social and political science-type studies that will be relevant to the duties of a future US Army Officer, but this will not be a military to military interaction. Length of the immersion will be 14 to 15 days including travel to/from the countries.
