- Description
- The Federal Aviation Administration (FAA) has a requirement for the Contractor evaluation/teardown, repair/upgrade or overhaul/upgrade and test of Government-owned items applicable to the Monopulse Secondary Surveillance Radar (MSSR) system. The MSSR are Line Replaceable Units (LRU) for Raytheon Systems Limited equipment. Raytheon is the authorized source of repair/overhaul and owner of internal design of the MSSR. The FAA contemplates awarding a Firm Fixed Price (FFP) Requirements contract with one base and four one-year option periods to fulfill this requirement. The FAA intends to solicit and negotiate only with Raytheon Network Centric Systems, Marlboro, MA accordance with AMS Policy 3.2.2.4. The determination to solicitation and negotiate with only one firm is necessitated and supported by the fact that Raytheon owns the proprietary data rights associated with the equipment to be repaired under the contemplated contract. The design and proprietary data rights exclusively available to Raytheon include all manufacturing specification data required for the repair of the MSSR equipment.
